Background of WFAPII Research and Development

 

1. 연구개발의 출발

Origins of Research and Development

 

국회의원의 의정활동은 입법과 정책개발, 국가적 현안 해결, 민생 보호 및 국민의 권익 증진 등 다양한 영역에 걸쳐 이루어진다. 이러한 활동을 체계적으로 이해하기 위해서는 법안 발의 건수와 같은 개별 실적뿐 아니라 입법의 필요성, 정책적 의미, 공익적 가치 및 국민에 대한 책임 등을 함께 살펴볼 필요가 있다.

Parliamentary activities encompass legislation, policy development, responses to national challenges, the protection of people's livelihoods, and the promotion of public rights and interests. A systematic understanding of these activities requires consideration not only of individual performance indicators, such as the number of bills introduced, but also of legislative necessity, policy significance, public value, and accountability to the people.

세계청년리더총연맹(WFPL)은 이러한 문제의식을 바탕으로 국회의원의 의정활동을 보다 종합적이고 체계적으로 분석할 수 있는 독자적인 평가기준의 필요성에 주목하였다. 이에 따라 2016년 1월 WF국회의정혁신지수(WFAPII)의 연구개발에 착수하였다.

Recognizing these considerations, the World Federation of Power Leaders (WFPL) identified the need for an independent evaluation framework capable of analyzing parliamentary activities in a more comprehensive and systematic manner. Accordingly, research and development of the WF Assembly Politics Innovation Index (WFAPII) began in January 2016.

 

2. 평가기준의 연구와 지수 개발

Research on Evaluation Criteria and Index Development

WFAPII 연구개발은 국회의원의 의정활동을 단순한 실적 중심의 평가에서 벗어나 입법활동의 내용과 정책적 성과, 공익성 및 대국민 책임성을 함께 고려하는 종합평가체계로 발전시키는 데 중점을 두었다.

WFAPII research and development focused on establishing a comprehensive evaluation framework that moves beyond assessments based solely on quantitative performance and considers legislative substance, policy outcomes, public interest, and accountability to the people.

연구 과정에서는 국회의원의 입법활동과 정책적 역할을 분석하기 위한 평가영역을 검토하고, 정량적 자료와 정성적 판단을 체계적으로 결합할 수 있는 평가기준과 적용방안을 연구하였다.

The research process examined evaluation areas relevant to legislative activities and policy responsibilities and explored criteria and approaches for systematically integrating quantitative evidence with qualitative assessment.

이러한 연구를 거쳐 WFAPII는 2019년 2월 25일 최초 완성되었으며, 이후 실제 평가운영 과정에서 축적된 경험과 연구성과를 바탕으로 지속적인 정비와 고도화가 이루어졌다.

Through this research, the initial development of WFAPII was completed on February 25, 2019. The index has subsequently undergone continued refinement and advancement based on accumulated research findings and practical evaluation experience.

3. 평가운영과 연구성과의 축적

Evaluation Implementation and Accumulation of Research Findings

WFAPII는 연구개발 단계에서 마련된 평가기준을 실제 국회의원 의정평가에 적용하면서 평가체계의 운영 기반을 발전시켜 왔다.

WFAPII has progressively developed its operational foundation by applying research-based evaluation criteria to parliamentary performance assessments.

2019년 3월 12일 연 1회 통합평가 운영방침을 마련하였으며, 같은 해 11월 19일 제1회 국회의원 의정평가 결과 발표 및 시상식을 개최하였다. 이후 평가운영 과정에서 확인된 사항과 연구성과를 반영하여 평가기준과 운영체계를 정비하였다.

On March 12, 2019, a policy for an annual integrated evaluation was established. The first parliamentary performance evaluation results were announced, and an awards ceremony was held on November 19 of the same year. Subsequent refinements to the evaluation criteria and operational framework incorporated findings from evaluation implementation and continued research.

2022년 4월 7일 평가체계의 정정 및 고도화 작업이 이루어졌으며, 2023년 11월 22일에는 제2회 국회의원 의정평가 시상식이 개최되었다. 이러한 과정은 연구개발과 실제 평가운영을 연계하여 WFAPII의 적용 기반을 발전시키는 계기가 되었다.

On April 7, 2022, revisions and further enhancements to the evaluation framework were undertaken. The second parliamentary performance evaluation awards ceremony was held on November 22, 2023. These developments contributed to the continued advancement of WFAPII by connecting research and development with practical evaluation implementation.

 

4. 평가체계의 고도화

Advancement of the Evaluation Framework

WFAPII는 연구성과와 평가운영 경험을 반영하여 평가부문과 세부평가지표의 구성 및 적용체계를 지속적으로 정비하였다.

WFAPII has continuously refined the structure and application of its evaluation domains and detailed indicators by incorporating research findings and experience gained through evaluation implementation.

2025년 1월 11일에는 평가체계를 7대 평가부문, 15개 하위 평가항목 및 140개 세부평가지표로 고도화하였다. 이를 통해 국회의원의 입법활동과 정책성과, 국정감시, 공익적 책임, 지역사회 기여 및 대국민 책임성 등을 종합적으로 분석하기 위한 평가구조를 정비하였다.

On January 11, 2025, the evaluation framework was advanced into a structure comprising seven evaluation domains, 15 subcategories, and 140 detailed indicators. This refinement established a more systematic structure for analyzing legislative activities, policy outcomes, parliamentary oversight, public-interest responsibilities, community contributions, and accountability to the people.

7대 평가부문은 입법활동 및 법률·제도 개선, 국가정책 및 미래경쟁력 강화, 민생안정 및 국민 삶의 질 향상, 국정감시 및 예산·재정 책임성, 공익성 및 사회적 책임, 지역균형발전 및 지역사회 기여, 대국민 책임성 및 공약 이행으로 구성된다.

The seven evaluation domains comprise Legislative Activities and Legal and Institutional Reform; National Policy and Future Competitiveness; Public Welfare and Quality of Life; Parliamentary Oversight and Fiscal Accountability; Public Interest and Social Responsibility; Balanced Regional Development and Community Contributions; and Public Accountability and Fulfillment of Electoral Pledges.

5. 국민참여형 평가체계의 발전

Development of the Public Participation-Based Evaluation Framework

 

WFAPII는 국회의원의 의정활동에 대한 국민의 의견을 평가과정에 반영하고, 입법활동과 정책성과에 대한 객관적인 분석을 강화하기 위해 국민참여형 평가체계의 발전을 추진해 왔다.

WFAPII has pursued the development of a public participation-based evaluation framework to incorporate public perspectives into parliamentary performance assessments and strengthen objective analysis of legislative activities and policy outcomes.

 

2025년 9월 5일 중간평가 추진방안을 마련하였으며, 2026년 3월 1일 세계청년리더총연맹(WFPL) 부설 국회의원 의정평가위원회(AEC)는 「AEC 공고 제2026-01호」를 통해 「2026년 국민이 기억해야 할 국회의원 100인」 연례 중간평가 실시를 공식 공고하였다.

Plans for an interim evaluation were developed on September 5, 2025. On March 1, 2026, the Assembly Evaluation Commission (AEC), affiliated with the World Federation of Power Leaders (WFPL), officially announced the implementation of the annual interim evaluation, “100 Members of the National Assembly the People Should Remember in 2026,” through AEC Notice No. 2026-01.

 

이번 중간평가는 대한민국 국회의원 300인 전체를 대상으로 WF국회의정혁신지수(WFAPII)를 적용하며, 입법활동과 정책성과, 국정감시, 공익적 책임 및 대국민 책임성 등을 종합적으로 분석하도록 설계되었다. 평가체계는 7대 평가부문, 15개 하위 평가항목 및 140개 세부평가지표로 구성된다.

The interim evaluation covers all 300 members of the National Assembly of the Republic of Korea and applies the WF Assembly Politics Innovation Index (WFAPII) to comprehensively analyze legislative activities, policy outcomes, government oversight, public-interest responsibilities, and accountability to the people. The evaluation framework consists of seven evaluation domains, 15 subcategories, and 140 detailed indicators.

 

이어 2026년 3월 15일 세계언론협회(WPA) 소속 전국 50여 언론단체의 연합체인 전국언론단체총연합회(NFPO)는 「언론단체총연합 국회의원 300인 의정평가 프로젝트」의 본격 추진을 발표하였다. 이 프로젝트는 전국 243개 지방자치단체 주민의 의견을 수렴하고, 전국 50여 언론단체와 회원사 소속 3만5천여 기자의 참여 기반을 활용하는 국민참여형 의정평가체계의 구축을 주요 내용으로 한다.

Subsequently, on March 15, 2026, the National Federation of Press Organizations (NFPO), a federation of approximately 50 press organizations nationwide affiliated with the World Press Association (WPA), announced the full-scale implementation of the “NFPO Parliamentary Performance Evaluation Project for All 300 Members of the National Assembly.” The project focuses on establishing a public participation-based parliamentary evaluation framework by gathering opinions from residents across 243 local governments nationwide and drawing on a network of approximately 35,000 journalists affiliated with the federation's press organizations and their member media outlets.

 

국민참여형 평가체계는 국회의원의 의정활동을 공식자료와 검증 가능한 증빙자료에 근거하여 분석하는 한편, 지역주민의 생활과 밀접한 정책 현안과 의정활동에 관한 의견을 수렴하기 위해 마련되었다. 수집된 의견은 주관적 판단과 객관적으로 확인된 사실을 구분하여 정해진 평가기준과 절차에 따라 검토·반영하도록 설계되었다.

The public participation-based evaluation framework was established to analyze parliamentary activities using official records and verifiable supporting evidence while collecting public perspectives on policy issues and legislative activities closely related to local communities. Collected opinions are intended to be reviewed and incorporated in accordance with established evaluation criteria and procedures, with subjective judgments distinguished from objectively verified facts.

 

연례 중간평가의 평가자료 반영기간은 매년 1월 1일부터 10월 31일까지로 한다. 해당 기간의 국회와 정부기관 공식자료, 입법 및 정책활동 자료, 국정감사·국정조사 자료, 공약 이행 현황 등을 종합적으로 검토한다. 평가대상 국회의원에게는 관련 자료 제출과 사실확인 및 소명의 기회를 제공한다.

The annual interim evaluation covers the period from January 1 to October 31 each year. The assessment comprehensively reviews official records from the National Assembly and government institutions, legislative and policy activities, parliamentary audits and investigations, and the status of electoral pledge fulfillment. Legislators subject to evaluation are provided opportunities to submit relevant materials, verify facts, and offer explanations.

 

연례 중간평가 결과는 매년 12월 1일 발표하는 것을 원칙으로 하며, 자료검증과 사실확인 및 필요한 심의절차를 거쳐 확정한다. 「국민이 기억해야 할 국회의원 100인」은 공식 선정기준에 따라 최대 100인 이내에서 선정하며, 동점자 처리규정 등에 따라 실제 선정 인원은 100인 미만이 될 수 있다.

As a general rule, the annual interim evaluation results are announced on December 1 each year, following data verification, fact-checking, and the necessary review procedures. Up to 100 members may be selected under the official selection criteria for “100 Members of the National Assembly the People Should Remember.” The final number may be fewer than 100 depending on the application of tie-breaking rules and other relevant selection procedures.

 

연례 중간평가는 해당 연도의 의정활동을 대상으로 매년 실시하되, 그 평가자료와 검증된 결과는 해당 연도의 평가로 종료되지 않는다. 국회의원 의정평가위원회(AEC)는 이를 체계적으로 축적·관리하여 4년 주기로 실시하는 'WFPL 국회의원 의정평가 최종평가'에 반영한다. 다만 연례 중간평가에서의 선정 여부가 최종평가 결과나 수상 자격을 자동으로 결정하지는 않는다. 최종평가는 전체 평가기간의 의정활동과 누적된 평가자료를 종합적으로 검토하고, 최종평가에 적용되는 기준과 검증절차에 따라 별도로 확정한다.

The annual interim evaluation assesses parliamentary activities each year, but its records and verified findings are not limited to that year's assessment. The Assembly Evaluation Commission (AEC) systematically accumulates and manages these records and findings for incorporation into the final WFPL parliamentary performance evaluation conducted every four years. However, selection in an annual interim evaluation does not automatically determine the final evaluation outcome or eligibility for an award. The final evaluation comprehensively reviews parliamentary activities throughout the full evaluation period, together with accumulated evaluation records, and is determined separately in accordance with the criteria and verification procedures applicable to the final evaluation.

 

6. 연구개발의 지속성과 향후 발전

Continuity of Research and Future Development

WFAPII는 2016년 연구개발 착수 이후 평가기준의 개발, 실제 평가운영, 평가체계의 정비 및 국민참여형 평가방식의 도입을 거치며 발전해 왔다.

Since the commencement of research and development in 2016, WFAPII has evolved through the development of evaluation criteria, practical evaluation implementation, framework refinement, and the introduction of public participation-based evaluation approaches.

향후에도 공개자료의 검증, 평가절차의 체계화 및 평가방법론의 지속적인 연구를 통해 평가결과의 객관성과 신뢰성을 높이는 방향으로 발전시켜 나갈 계획이다.

Future development will focus on enhancing the objectivity and reliability of evaluation findings through the verification of publicly available information, systematic evaluation procedures, and continued methodological research.
