세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원 (구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 비영리 정치적 중립기구로, 세계총연맹 부설 언론기관인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여함은 물론 사회와 국가의 활력제고에 일조하고 있다. 또한 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 두고 있다.

안녕하십니까.

 

세계청년리더총연맹(WFPL, World Federation of Power Leaders) 총재 이산하(李山河)입니다.

 

개개인이 가진 능력과 경험, 지식과 열정이 성별과 세대, 국경과 문화를 넘어 서로 연결되고 공유될 수 있다면 새로운 가치가 창출되고, 우리가 살아가는 세상은 더욱 풍요롭고 건강한 공동체로 발전할 수 있을 것입니다.

 

세상에는 여전히 어려움에 처한 사람들이 많이 있습니다.

 

우리는 서로를 도울 수 있는 충분한 능력과 가능성을 가지고 있습니다.

 

하지만 이러한 일들을 유기적으로 연결하고 함께 해결해 나갈 수 있는 사회적 시스템과 플랫폼이 충분히 구축되어 있지 못해 우리가 가진 무한한 잠재력의 일부조차 제대로 발휘하지 못하고 있는 것이 현실입니다.

 

만약 서로의 손을 잡아주고 작은 목소리도 외면당하지 않도록 돕는 건강한 상호연결 시스템이 구축된다면 지역사회는 물론 국가와 세계는 더욱 정의롭고 지속가능한 공동체로 발전할 수 있을 것입니다.

세계는 인공지능(AI), 빅데이터, 디지털 전환(Digital Transformation), 로봇 기술 등 거대한 기술혁신과 사회변화를 경험하고 있습니다.

 

이러한 변화는 새로운 기회를 제공하는 동시에 인류가 해결해야 할 새로운 과제도 함께 제시하고 있습니다.

 

장애인과 시니어 문제, 저출생과 고령화, 청년 문제와 사회 양극화, 환경문제, 교육격차, 학교폭력과 청소년 문제, 그리고 공공부문의 혁신과 책임성 강화 등 우리 사회가 직면한 과제는 점점 더 복합적이고 다양해지고 있습니다.

 

특히 학교폭력과 청소년 문제는 오프라인과 온라인을 넘나들며 다양한 형태로 나타나고 있으며 미래세대의 건강한 성장과 보호를 위한 사회적 관심과 책임이 더욱 요구되고 있습니다.

 

기술의 발전만으로는 이러한 문제를 해결할 수 없습니다.

 

결국 사람과 사람을 연결하고 경험과 역량을 공유하며 공동체의 가치를 함께 실현해 나가는 일이 무엇보다 중요합니다.

 

세계청년리더총연맹은 이러한 시대적 요구에 부응하기 위하여 사람과 사람, 세대와 세대, 지역과 지역, 국가와 국가를 연결하는 글로벌 협력 플랫폼 구축에 힘써 왔습니다.

 

세계청년리더총연맹은 2007년 1월 11일 설립된 국제청소년연구원(옛 국제청소년연구소)을 모태로 출범한 비영리·정치적 중립기구입니다. 또한 전국 17개 광역시·도 지부연맹과 다양한 전문기관 및 시민사회 네트워크를 기반으로 청년인재 육성, 사회혁신, 공동체 발전 및 공공가치 확산을 위한 다양한 활동을 전개하고 있습니다.

 

아울러 사회적 약자가 소외되지 않고 참여와 소통의 문화가 확산되어 「더불어 함께하는 세상」을 구현하는 것을 중요한 가치로 삼고 있습니다.

 

이를 위하여 세계청년리더총연맹은 정책연구, 공공평가, 책임경영 및 ESG 평가, 언론, 사회공헌 분야의 전문 역량을 갖춘 다양한 부설기관과 특별기구를 운영하고 있습니다.

 

특히 공기업평가위원회(SEC, Sustainable Enterprise Evaluation Commission)는 대한민국 공공기관 및 기업의 환경책임, 혁신역량, 지속가능경영, ESG 경영 및 책임경영 수준을 종합적으로 평가하는 독립 평가·연구·인증기구로서 중요한 역할을 수행하고 있습니다.

 

SEC는 단순한 평가기관이 아니라 책임경영 생태계 구축을 지원하는 독립 평가플랫폼이자 평가연구기관이며 정책 플랫폼으로서의 역할을 수행하고 있습니다.

공기업평가위원회는 자체 개발한 WF책임경영지수(WFSRI, WF Sustainable Responsibility Index)를 기반으로 평가를 실시하고 있습니다.

 

WFSRI는 세계청년리더총연맹이 제시한 책임경영 철학을 기반으로 개발된 통합 지속가능 책임경영 평가체계로서 6대 평가부문(Six Major Evaluation Categories), 14개 평가영역(Fourteen Evaluation Areas), 110개 세부지표(110 Detailed Indicators)로 구성되어 있습니다.

 

특히 WFSRI는 ESG 요소를 기반으로 하면서도 인권(Human Rights), 디지털윤리(Digital Ethics), 공동체가치(Community Value), 혁신(Innovation), 이해관계자 보호(Stakeholder Protection)를 통합적으로 반영한 확장형 책임경영 평가체계입니다.

 

이를 통하여 공공기관과 기업의 책임경영 수준, 사회적 가치 실현도, 혁신역량, 지속가능한 성장 역량 및 미래 대응 역량을 객관적이고 체계적으로 진단·평가하고 있습니다.

 

또한 세계학교폭력추방본부(SVEH, School Violence Eradication Headquarters)를 중심으로 학교폭력 예방과 청소년 보호 활동을 전개하고 있으며 공공기관·기업 학폭추방 ESG 평가를 통해 학교폭력 예방과 청소년 보호를 사회 전체의 책임으로 확산시키는 데 앞장서고 있습니다.

 

아울러 국제정책연구원(IPI), 국제ESG평가원(IESG), 국제소비자평가원(ICRI) 등 전문 연구기관과 함께 공공정책 연구, 책임경영 연구, ESG 평가모델 개발, 사회혁신 정책 제안 및 소비자 권익 증진을 위한 연구활동을 지속적으로 추진하고 있습니다.

세계는 이제 경제적 성과만을 중심으로 조직과 기관을 평가하던 시대를 넘어 공공성, 혁신성, 사회적 책임, 지속가능성 및 책임경영을 중심으로 새로운 평가 패러다임을 구축해 나가고 있습니다.

 

기관과 기업의 진정한 가치는 얼마나 사회적 가치를 실현하고 얼마나 책임 있는 경영을 수행하며 얼마나 지속가능한 발전에 기여하는가에 의해 평가받고 있습니다.

 

세계청년리더총연맹은 이러한 시대적 변화에 대응하기 위하여 공기업평가위원회(SEC)를 중심으로 보다 객관적이고 공정하며 독립적인 평가체계를 발전시켜 나가고 있습니다.

 

특히 WF책임경영지수(WFSRI)를 기반으로 공공기관과 기업의 환경책임, 혁신역량, 지속가능경영, 인권과 사회적 책임, 지역사회 기여, 건전한 지배구조 및 이해관계자 보호 수준을 종합적으로 평가함으로써 책임경영 문화 확산에 기여하고 있습니다.

 

앞으로 공기업평가위원회는 국내 평가를 넘어 국제 평가 네트워크 구축을 추진하여 공공기관과 기업의 책임경영 수준과 지속가능한 성장 역량을 객관적으로 진단하고 우수사례를 공유하며 보다 건강한 공공생태계와 지속가능한 경제·사회 발전에 기여하는 글로벌 평가플랫폼으로 성장해 나갈 것입니다.

 

또한 다양한 책임경영 평가모델을 지속적으로 개발함으로써 평가가 단순한 점수 부여를 넘어 사회를 변화시키는 공공혁신의 도구가 될 수 있도록 최선을 다하겠습니다.

 

세계청년리더총연맹은 평가를 위한 평가가 아닌 더 나은 사회를 만들기 위한 평가를 지향합니다.

세계청년리더총연맹은 이러한 가치 실현의 일환으로 WIC AWARDS(World Innovative Contribution Awards)를 제정하여 세계 각 분야에서 인류사회 발전과 공동번영에 기여한 인물들을 발굴하고 조명해 왔습니다.

 

앞으로도 세계 각국 인물들의 공공기여도와 사회적 영향력, 혁신성, 지속가능성, 사회적 책임 및 평판 등을 종합적으로 평가하는 글로벌 평가체계를 구축하여 세계가 주목해야 할 인물들을 지속적으로 발굴하고 발표해 나가고자 합니다.

 

또한 단순한 시상사업을 넘어 인류사회 발전에 기여하는 리더들의 활동과 성과를 객관적으로 평가하고 공유함으로써 국제사회가 함께 공감할 수 있는 글로벌 공헌 기준을 제시하는 데 노력하겠습니다.

 

이를 통해 세계평화와 인류 공동번영에 기여한 인물들의 헌신을 널리 알리고 보다 정의롭고 건강한 세계 공동체 형성에 이바지하겠습니다.

 

 

학교폭력 없는 건강한 사회를 위하여

 

세계청년리더총연맹은 세계학교폭력추방본부(SVEH)를 중심으로 학교폭력 예방과 청소년 보호를 위한 다양한 활동을 전개하고 있습니다.

 

학교폭력은 단순한 학생 간 갈등이 아니라 미래세대의 인권과 존엄, 그리고 국가와 사회의 미래를 위협하는 중대한 문제입니다.

 

이에 세계청년리더총연맹은 공공기관·기업 학폭추방 ESG 평가를 통해 학교폭력 예방과 청소년 보호를 사회 전체의 책임으로 확산시키고 건강한 교육환경과 안전한 사회를 만드는 데 앞장서고 있습니다.

 

또한 학교폭력 예방과 추방을 위해 헌신하는 분들을 격려하고 학교폭력으로 고통받는 청소년들에게 꿈과 희망 그리고 용기를 전하는 일에도 최선을 다하겠습니다.

President’s Message

 

 

 

Greetings,

 

I am Lee San-Ha, President of the World Federation of Power Leaders (WFPL).

 

If the abilities, experiences, knowledge, and passion possessed by individuals can be connected and shared beyond gender, generation, nationality, and culture, new values can be created, and the world in which we live can develop into a more prosperous and healthier community.

 

There are still many people around the world who face difficulties and challenges.

 

We possess sufficient capability and potential to help one another.

 

However, the reality is that we have yet to establish adequate social systems and platforms capable of organically connecting people and solving these challenges together. As a result, we are not fully utilizing even a fraction of the tremendous potential that humanity possesses.

 

If a healthy system of interconnectedness can be established—one that encourages people to support one another and ensures that even the smallest voices are not ignored—our local communities, nations, and the world can evolve into a more just and sustainable society.

 

 

Distinguished Citizens and Global Members of the International Community,

 

The world is experiencing unprecedented technological innovation and social transformation driven by artificial intelligence (AI), big data, digital transformation, robotics, and other emerging technologies.

 

These changes create new opportunities while simultaneously presenting new challenges that humanity must address together.

 

Issues such as disability and senior welfare, declining birth rates and population aging, youth challenges and social polarization, environmental sustainability, educational inequality, school violence, youth protection, and the need for innovation and accountability in the public sector are becoming increasingly complex and diverse.

 

In particular, school violence and youth-related issues continue to evolve across both offline and online environments, requiring greater social responsibility and collective commitment to protecting future generations.

 

Technology alone cannot solve these challenges.

 

Ultimately, what matters most is connecting people, sharing experiences and capabilities, and realizing the values of community together.

 

To respond to these challenges, the World Federation of Power Leaders has continuously worked to build a global platform that connects people and people, generations and generations, regions and regions, and nations and nations.

 

WFPL is a non-profit and politically neutral organization originating from the International Youth Institute (formerly the International Youth Research Institute), established on January 11, 2007.

Through its seventeen regional federations across the Republic of Korea, affiliated professional institutions, and civic networks, WFPL has contributed to nurturing youth leadership, promoting social innovation, advancing communities, and expanding public values.

At the same time, we are committed to ensuring that socially disadvantaged groups are not marginalized and that a culture of participation, communication, and inclusion continues to grow in pursuit of “A World Together for All.”

 

To achieve these goals, WFPL operates a variety of affiliated institutions and special organizations with expertise in policy research, public evaluation, responsible management and ESG assessment, media activities, and social contribution.

 

Among them, the Sustainable Enterprise Evaluation Commission (SEC) serves as an independent evaluation, research, and certification body that comprehensively assesses the environmental responsibility, innovation capability, sustainability management, ESG performance, and responsible management practices of public institutions and corporations in the Republic of Korea.

 

SEC is not merely an evaluation organization.

It is an independent evaluation platform, evaluation research institution, and policy platform dedicated to supporting the development of a responsible management ecosystem.

 

SEC conducts evaluations based on the WF Sustainable Responsibility Index (WFSRI), a framework developed independently by WFPL.

 

The WFSRI is an integrated sustainable responsible management evaluation framework developed on the foundation of WFPL’s Responsible Management philosophy. It consists of Six Major Evaluation Categories, Fourteen Evaluation Areas, and 110 Detailed Indicators.

 

While building upon ESG principles, WFSRI further incorporates Human Rights, Digital Ethics, Community Value, Innovation, and Stakeholder Protection, making it an expanded responsible management evaluation framework.

 

Through this framework, SEC objectively and systematically evaluates responsible management performance, social value creation, innovation capability, sustainable growth capacity, and future readiness among public institutions and corporations.

 

WFPL also operates the School Violence Eradication Headquarters (SVEH), which leads various initiatives for school violence prevention and youth protection.

Through the Anti-School Violence ESG Evaluation for Public Institutions and Corporations, WFPL strives to expand awareness that school violence prevention and youth protection are responsibilities shared by society as a whole.

 

In addition, WFPL continuously promotes public policy research, responsible management studies, ESG evaluation model development, social innovation policy proposals, and consumer rights enhancement through professional institutions including the International Policy Institute (IPI), the International ESG Institute (IESG), and the International Consumer Review Institute (ICRI).

 

 

Social Innovation and a Sustainable Future

 

The world is moving beyond an era in which organizations and institutions were evaluated solely by economic performance.

Today, a new evaluation paradigm is emerging—one centered on public value, innovation, social responsibility, sustainability, and responsible management.

The true value of an institution or corporation is increasingly measured by how effectively it creates social value, practices responsible management, and contributes to sustainable development.

 

In response to these changes, WFPL continues to advance a more objective, fair, and independent evaluation framework through SEC.

 

Based on the WFSRI framework, SEC comprehensively evaluates environmental responsibility, innovation capability, sustainability management, human rights and social responsibility, community contribution, sound governance, and stakeholder protection, thereby contributing to the expansion of responsible management culture.

 

Looking ahead, SEC will move beyond domestic evaluations and pursue the establishment of an international evaluation network.

Through this effort, SEC aims to objectively assess responsible management performance and sustainable growth capabilities, share best practices, and grow into a global evaluation platform contributing to healthier public ecosystems and sustainable economic and social development.

 

Furthermore, we will continue to develop diverse responsible management evaluation models so that evaluation may serve not merely as a mechanism for assigning scores, but as a powerful instrument of public innovation capable of transforming society.

 

WFPL does not pursue evaluation for the sake of evaluation itself.

 

Rather, we pursue evaluation for the purpose of building a better society.

 

Our goal is to strengthen trust through evaluation, achieve sustainable development through trust, and create a society in which everyone can grow together through sustainable development.

 

 

Discovering and Promoting Global Contribution Values

 

As part of these efforts, WFPL established the World Innovative Contribution Awards (WIC AWARDS) to identify and honor individuals who have contributed to the advancement of humanity and shared prosperity across various fields.

 

We will continue to establish a global evaluation framework that comprehensively assesses public contribution, social impact, innovation, sustainability, social responsibility, and reputation, while identifying and recognizing individuals deserving of global attention.

 

Beyond recognition and awards, we seek to objectively evaluate and share the achievements of leaders who contribute to human progress, thereby establishing global standards of contribution that can be embraced by the international community.

 

Through these efforts, we aim to promote the dedication of individuals who contribute to world peace and shared prosperity and help build a more just and healthy global community.

 

 

Toward a Society Free from School Violence

 

WFPL actively conducts various initiatives for school violence prevention and youth protection through SVEH.

 

School violence is not merely a conflict among students.

It is a serious social issue that threatens the dignity and human rights of future generations, as well as the future of nations and societies.

 

Through the Anti-School Violence ESG Evaluation for Public Institutions and Corporations, we are committed to expanding social responsibility for youth protection while helping to create safer educational environments and healthier communities.

 

We will also continue encouraging those who dedicate themselves to preventing school violence and supporting young people who suffer from its consequences by providing hope, courage, and opportunities for a brighter future.

 

 

Building a Better Future Together

 

 

WFPL will continue to serve faithfully as a global cooperation platform connecting people and people, youth and society, public institutions and corporations, media organizations and civil society.

 

Through policy research, public evaluation, responsible management and ESG assessment, school violence prevention, youth protection, media activities, and civic engagement, we will continue to contribute to the creation of a more just, healthy, and sustainable society.

 

Furthermore, through SEC, we will expand a trusted evaluation culture and a responsible management ecosystem while establishing an international evaluation network and presenting new global standards for responsible management evaluation.

 

Through WIC AWARDS, we will continue identifying and highlighting outstanding global leaders whose contributions advance human society, thereby presenting new standards of public value that can be shared by the international community.
