세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원 (구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 비영리 정치적 중립기구로, 세계총연맹 부설 언론기관인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹 및 세계 각 국가의 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여하고 있다. 또한 세계 각국 간의 교류와 협력을 통해 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 두고 있다.

과거의 화려했던 영광을 뒤로하고 오늘날 어려움에 처한 많은 국가들이 있다.

 

베네수엘라, 칠레, 아르헨티나 등을 비롯한 남미 국가들, 에티오피아, 남아프리카공화국, 이집트 등 아프리카 국가들, 그리스, 스페인, 이탈리아 등을 포함한 유럽 국가들, 이란, 이라크, 시리아 등의 중동 국가들, 필리핀, 미얀마 등을 포함한 아시아 국가들에 이르기까지 세계 곳곳에서 다양한 위기와 갈등이 계속되고 있다.

 

한 나라의 살림이 어려워지면 그 국가에 속한 국민들, 그 중에서도 사회적 약자들은 더욱 큰 어려움에 직면하게 된다.

 

오늘날 세계의 많은 국가들이 과거의 영광을 뒤로하고 어려움에 처하게 된 가장 큰 이유는 무엇일까?

 

만약 세계 각 국가마다 존재하는 수많은 언론이 사회적 공기(公器)로서의 역할을 충실히 수행하며, 언론협회를 중심으로 힘을 모아 제 목소리를 낼 수 있었다면 오늘날 수십억의 세계인들은 지금과 같은 어려움을 겪지 않았을 수도 있다.

 

공정과 상식이 통하는 민주주의를 지키는 일이 얼마나 큰 희생을 필요로 하는지 우리는 역사 속에서 확인할 수 있다.

 

견제받지 않는 무소불위의 권력은 역사를 퇴보시키고 국가와 국민을 불행에 처하게 한다.

 

특히 국민이 위임하지 않은 권력을 장악한 권력기관이 언론의 견제와 감시를 받지 않고 국가와 국민 위에 군림한다면 그 국가는 더 이상 발전할 수 없으며 국민들 또한 불행해질 수밖에 없다.

 

세계의 수많은 역사적 사례들은 이러한 사실을 증명하고 있다.

 

이러한 불행한 역사가 되풀이되지 않도록 언론은 민주주의를 지키는 파수꾼으로서 권력에 대한 견제와 감시의 역할을 지속적으로 수행하여야 한다.

 

세계언론협회(WPA, World Press Association)는 이러한 시대적 사명에 따라 국내 및 세계 각국의 언론들과 연대하여 세계 각국의 국민들이 위임한 권력이 특정 국민들을 억압하지 않도록 감시하고, 소수에 의한 견제받지 않은 권력으로부터 세계인을 보호하며, 각 국가가 직면한 사회 구조적 모순과 문제를 개선하기 위하여 공동의 노력을 기울이고자 한다.

 

세계언론협회(WPA)는 대한민국은 물론 세계 시민들이 지향하는 언론과 표현의 자유를 수호하고 민주주의의 가치를 지키며 특정 세력에 의한 권력의 사유화가 반복되지 않도록 노력한다.

아울러 미래세대에게 더 나은 사회적 토양을 물려줄 수 있도록 인권, 과학, 보건, 환경, 교육, 언론 등 인류의 미래와 직결되는 주요 의제를 중심으로 국민을 고통 속에 빠뜨리는 오래된 관행과 잘못된 제도를 하나씩 바로잡아 나가고자 한다.

There are many nations today that, despite their glorious pasts, now face serious challenges and hardships.

 

From South American nations such as Venezuela, Chile, and Argentina, to African countries including Ethiopia, South Africa, and Egypt; from European nations such as Greece, Spain, and Italy, to Middle Eastern countries including Iran, Iraq, and Syria; and Asian countries such as the Philippines and Myanmar, many parts of the world continue to experience various crises and conflicts.

 

When a nation falls into hardship, its people—especially the socially vulnerable—face even greater challenges.

 

What is the primary reason that many nations have fallen from past prosperity into present difficulties?

 

If the countless media organizations around the world had faithfully fulfilled their role as public institutions and united through professional media organizations to raise their collective voice, billions of people today might not be facing such hardships.

 

History teaches us that preserving democracy founded upon fairness and common sense often requires great sacrifice.

 

Unchecked and absolute power causes history to regress and brings suffering upon nations and their people.

 

In particular, when institutions exercising power not entrusted by the people operate beyond media scrutiny and accountability, a nation can no longer advance and its citizens inevitably suffer.

 

Countless historical examples throughout the world demonstrate this reality.

 

To prevent such tragic histories from repeating themselves, the press must continue to serve as a guardian of democracy by monitoring and checking the exercise of power.

 

In accordance with this historic mission, the World Press Association (WPA) seeks to work in solidarity with media organizations around the world to ensure that power entrusted by citizens is not used to oppress them, to protect people from unchecked power concentrated in the hands of a few, and to contribute to the improvement of structural social problems faced by nations.

 

The WPA is committed to defending freedom of the press and freedom of expression, protecting democratic values, and preventing the recurrence of power being privatized by particular groups or interests.

 

The WPA upholds a democracy guided by fairness and common sense.

 

Furthermore, the WPA seeks to leave a better foundation for future generations by addressing long-standing practices and systemic problems that cause public suffering, focusing on critical agendas such as human rights, science, public health, environment, education, and the media.

 

Based on the principles of press freedom and responsibility, democracy and public interest, human rights and justice, and responsibility toward future generations, the WPA strives to contribute to a freer, fairer, and more sustainable society.
