소개

세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS, 이하 세계총연맹)은 지난 2007년 1월11일 설립된 '국제청소년연구원

(구. 국제청소년연구소, 초대 대표 이산하<李山河>)'을 모태로 한 비영리 정치적 중립기구로, 세계총연맹 부설 언론기관인 세계언론협회(WPA, WORLD PRESS ASSOCIATION)와 전국 17개 광역시•도 지부연맹을 통해서 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 일어나는 위기상황을 해결해 나가는데 기여하고 있다. 또한 사회적 약자가 소외 받지 않고 참여와 소통의 문화가 확산돼 ’더불어 함께하는 세상'을 열어 가는데 가치를 두고 있다.

세계청년리더총연맹( WFPL) 소개
	세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS)은 2007년 1월 11일 설립된 국제청소년연구원(옛 국제청소년연구소, 초대 대표 이산하(李山河))을 모태로 한 정치적 중립기구로서, 부설 언론기관인 세계언론협회와 전국 17개 광역시·도 지부연맹을 통해 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 발생하는 다양한 위기상황을 해결하는 데 기여함은 물론 사회와 국가의 새로운 활력 제고에 일조한다. The World Federation of Power Leaders (WFPL) is a politically neutral organization founded on the International Youth Research Institute (formerly the International Youth Research Center), established on January 11, 2007, under the leadership of its first president, Lee San-ha. Through its affiliated media organization, the World Press Association, and its seventeen metropolitan and provincial branch federations across Korea, WFPL works with passionate young leaders to address various crises arising from structural contradictions within society while contributing to renewed social vitality and national development. 또한 사회적 약자가 소외받지 않고 참여와 소통의 문화가 확산되어 ‘더불어 함께하는 세상’을 구현하는 데 가치를 둔다. The WF Sustainable Responsibility Index (WFSRI) is an integrated responsible management evaluation framework developed to comprehensively assess the sustainability and responsible management performance of public institutions and corporations. WFSRI는 기존 ESG 평가체계가 주로 환경(Environment), 사회(Social), 지배구조(Governance)에 집중해 온 한계를 보완하기 위하여 인권(Human Rights), 디지털윤리(Digital Ethics), 공동체가치(Community Value)를 함께 반영한 확장형 책임경영 평가체계로 설계되었다. The WFSRI was designed as an expanded responsible management evaluation framework that complements conventional ESG models by incorporating Human Rights, Digital Ethics, and Community Value in addition to Environmental, Social, and Governance factors. WFSRI는 국제정책연구원(IPI)을 중심으로 국제ESG평가원(IESGEI), 국제소비자평가원(ICEI) 등 세계청년리더총연맹 부설 연구기관들의 공동 연구를 통해 개발되었으며, 2025년 3월 1일 개발을 완료하였다. The WFSRI was developed through collaborative research led by the International Policy Institute (IPI), together with the International ESG Evaluation Institute (IESGEI), the International Consumer Evaluation Institute (ICEI), and other affiliated research institutes of WFPL, and was completed on March 1, 2025. Evaluates stakeholder rights protection, fair operations, responsible management practices, social value creation, and innovation performance. ________________________________________ WFSRI의 연구개발 배경 Background and Development of the WFSRI WF책임경영지수(WFSRI)는 공공기관과 기업의 지속가능성과 책임경영 수준을 보다 종합적으로 평가하기 위하여 개발된 통합 책임경영 평가체계이다. The WF Sustainable Responsibility Index (WFSRI) is an integrated responsible management evaluation framework developed to comprehensively assess the sustainability and responsible management performance of public institutions and corporations. WFSRI의 연구개발 과정에서는 2023년부터 적용된 WF학폭추방인권지수(WFSVESGI)의 평가철학과 운영 경험이 참고되었다. During the research and development process of the WFSRI, the evaluation philosophy and operational experience of the WF School Violence Eradication and Human Rights Index (WFSVESGI), which was implemented in 2023, were taken into consideration. WFSVESGI는 학교폭력 예방 및 추방, 청소년 인권 보호, 건강한 교육환경 조성 등 사회적 책임 분야에 중점을 두고 운영되었다. The WFSVESGI focused on social responsibility areas including the prevention and eradication of school violence, protection of youth human rights, and the promotion of healthy educational environments. 이를 바탕으로 WFSRI는 ESG, 공공가치, 공동체 가치, 혁신성장, 책임경영 및 지속가능성 영역까지 평가범위를 확대하여 공공기관과 기업에 적용할 수 있는 통합 책임경영 평가체계로 개발되었다. Building upon these experiences, the WFSRI was developed as an integrated responsible management evaluation framework applicable to public institutions and corporations by expanding the scope of evaluation to include ESG, public value, community value, innovation growth, responsible management, and sustainability. ________________________________________ WFPL 공공기관·기업 ESG 평가 WFPL ESG Evaluation for Public Institutions and Corporations 공기업평가위원회(SEC)는 WF책임경영지수(WFSRI)를 기반으로 「WFPL 공공기관·기업 ESG 평가」를 실시한다. Based on the WF Sustainable Responsibility Index (WFSRI), the Sustainable Enterprise Evaluation Commission (SEC) conducts the “WFPL ESG Evaluation for Public Institutions and Corporations.” 평가는 매년 실시되며 공공기관, 공기업, 지방공기업 및 민간기업의 지속가능성, 책임경영 수준, 공공성, 혁신성, ESG 역량 및 사회적 가치 실현 수준을 종합적으로 평가한다. The evaluation is conducted annually and comprehensively assesses sustainability, responsible management performance, public value, innovation capability, ESG capacity, and social value creation among public institutions, state-owned enterprises, local public enterprises, and private corporations. 또한 평가기간 종료 이후에도 평가대상 기관에 중대한 사회적 논란, 법규 위반, ESG 관련 주요 이슈 또는 공익적 가치와 관련된 중요 변동사항이 발생한 경우 이를 평가에 반영함으로써 평가의 객관성과 공정성을 확보한다. Even after the evaluation period concludes, significant social controversies, legal violations, ESG-related issues, or major changes affecting public value may be reflected in the evaluation to ensure fairness and objectivity. 평가 결과는 「WFPL 공공기관·기업 ESG 평가 최종 결과」를 통해 공식 발표하며, 우수기관에는 공기업평가위원회(SEC)가 공식 인증서를 수여한다. WF국회의정혁신지수(WFAPII) WF Assembly Policy Innovation Index (WFAPII) WF국회의정혁신지수(WFAPII)는 국회의원의 의정활동을 종합적으로 평가하기 위하여 개발된 평가체계이다. The WF Assembly Policy Innovation Index (WFAPII) is an evaluation framework developed to comprehensively assess legislative performance and parliamentary activities. WFAPII는 7대 평가부문, 15개 평가항목 및 140개 세부지표로 구성되어 있으며, 정책개발 역량, 입법활동, 윤리성, 공익성 및 국민대표로서의 책무 수행 수준 등을 종합적으로 평가한다. The WFAPII consists of seven Evaluation Categories, fifteen Evaluation Areas, and one hundred forty Detailed Indicators, comprehensively assessing policy development capability, legislative performance, ethics, public responsibility, and the fulfillment of duties as representatives of the people. ________________________________________ 지자체혁신평가위원회(GEC) Local Government Innovation Evaluation Commission (GEC) 지자체혁신평가위원회(GEC)는 지방자치단체의 경쟁력과 혁신역량을 평가하는 전문 평가기구이다. 세계청년리더총연맹(WFPL, WORLD FEDERATION OF POWER LEADERS)은 2007년 1월 11일 설립된 국제청소년연구원(옛 국제청소년연구소, 초대 대표 이산하(李山河))을 모태로 한 정치적 중립기구로서, 부설 언론기관인 세계언론협회와 전국 17개 광역시·도 지부연맹을 통해 열정을 가진 청년인재들과 함께 사회의 구조적 모순에서 발생하는 다양한 위기상황을 해결하는 데 기여함은 물론 사회와 국가의 새로운 활력 제고에 일조한다.

The World Federation of Power Leaders (WFPL) is a politically neutral organization founded on the International Youth Research Institute (formerly the International Youth Research Center), established on January 11, 2007, under the leadership of its first president, Lee San-ha. Through its affiliated media organization, the World Press Association, and its seventeen metropolitan and provincial branch federations across Korea, WFPL works with passionate young leaders to address various crises arising from structural contradictions within society while contributing to renewed social vitality and national development.

SEC는 평가 결과의 공정성과 독립성을 확보하기 위하여 평가대상 기관 또는 기업으로부터 평가 결과에 영향을 미칠 수 있는 후원금, 기부금, 협찬금, 평가비 또는 기타 경제적 지원을 받지 않는다.

To ensure the fairness and independence of its evaluations, the SEC does not accept sponsorships, donations, promotional support, evaluation fees, or any other financial benefits that may influence evaluation outcomes.

The WF Sustainable Responsibility Index (WFSRI) is an integrated responsible management evaluation framework developed to comprehensively assess the sustainability and responsible management performance of public institutions and corporations.

WFSRI는 기존 ESG 평가체계가 주로 환경(Environment), 사회(Social), 지배구조(Governance)에 집중해 온 한계를 보완하기 위하여 인권(Human Rights), 디지털윤리(Digital Ethics), 공동체가치(Community Value)를 함께 반영한 확장형 책임경영 평가체계로 설계되었다.

The WFSRI was designed as an expanded responsible management evaluation framework that complements conventional ESG models by incorporating Human Rights, Digital Ethics, and Community Value in addition to Environmental, Social, and Governance factors.

WFSRI는 국제정책연구원(IPI)을 중심으로 국제ESG평가원(IESGEI), 국제소비자평가원(ICEI) 등 세계청년리더총연맹 부설 연구기관들의 공동 연구를 통해 개발되었으며, 2025년 3월 1일 개발을 완료하였다.

The WFSRI was developed through collaborative research led by the International Policy Institute (IPI), together with the International ESG Evaluation Institute (IESGEI), the International Consumer Evaluation Institute (ICEI), and other affiliated research institutes of WFPL, and was completed on March

Background and Development of the WFSRI

WF책임경영지수(WFSRI)는 공공기관과 기업의 지속가능성과 책임경영 수준을 보다 종합적으로 평가하기 위하여 개발된 통합 책임경영 평가체계이다.

WFSRI의 연구개발 과정에서는 2023년부터 적용된 WF학폭추방인권지수(WFSVESGI)의 평가철학과 운영 경험이 참고되었다.

During the research and development process of the WFSRI, the evaluation philosophy and operational experience of the WF School Violence Eradication and Human Rights Index (WFSVESGI), which was implemented in 2023, were taken into consideration.

WFSVESGI는 학교폭력 예방 및 추방, 청소년 인권 보호, 건강한 교육환경 조성 등 사회적 책임 분야에 중점을 두고 운영되었다.

The WFSVESGI focused on social responsibility areas including the prevention and eradication of school violence, protection of youth human rights, and the promotion of healthy educational environments.

이를 바탕으로 WFSRI는 ESG, 공공가치, 공동체 가치, 혁신성장, 책임경영 및 지속가능성 영역까지 평가범위를 확대하여 공공기관과 기업에 적용할 수 있는 통합 책임경영 평가체계로 개발되었다.

Based on the WF Sustainable Responsibility Index (WFSRI), the Sustainable Enterprise Evaluation Commission (SEC) conducts the “WFPL ESG Evaluation for Public Institutions and Corporations.”

평가는 매년 실시되며 공공기관, 공기업, 지방공기업 및 민간기업의 지속가능성, 책임경영 수준, 공공성, 혁신성, ESG 역량 및 사회적 가치 실현 수준을 종합적으로 평가한다.

The evaluation is conducted annually and comprehensively assesses sustainability, responsible management performance, public value, innovation capability, ESG capacity, and social value creation among public institutions, state-owned enterprises, local public enterprises, and private corporations.

Even after the evaluation period concludes, significant social controversies, legal violations, ESG-related issues, or major changes affecting public value may be reflected in the evaluation to ensure fairness and objectivity.

평가 결과는 「WFPL 공공기관·기업 ESG 평가 최종 결과」를 통해 공식 발표하며, 우수기관에는 공기업평가위원회(SEC)가 공식 인증서를 수여한다.

The evaluation results are officially announced through the “Final Results of the WFPL ESG Evaluation for Public Institutions and Corporations,” and outstanding organizations are awarded official certification by the SEC.

WF국회의정혁신지수(WFAPII)는 국회의원의 의정활동을 종합적으로 평가하기 위하여 개발된 평가체계이다.

The WF Assembly Policy Innovation Index (WFAPII) is an evaluation framework developed to comprehensively assess legislative performance and parliamentary activities.

WFAPII는 7대 평가부문, 15개 평가항목 및 140개 세부지표로 구성되어 있으며, 정책개발 역량, 입법활동, 윤리성, 공익성 및 국민대표로서의 책무 수행 수준 등을 종합적으로 평가한다.

The WFAPII consists of seven Evaluation Categories, fifteen Evaluation Areas, and one hundred forty Detailed Indicators, comprehensively assessing policy development capability, legislative performance, ethics, public responsibility, and the fulfillment of duties as representatives of the people.

The WF Local Government Innovation Index (WFLGII) is an evaluation framework developed to comprehensively assess local government performance in administration, legislative affairs, and education.

WFLGII는 10대 평가부문, 19개 평가항목 및 120개 세부지표로 구성되어 있으며, 지방정부의 혁신역량, 행정효율성, 정책성과 및 주민체감도를 종합적으로 평가한다.

The WFLGII consists of ten Evaluation Categories, nineteen Evaluation Areas, and one hundred twenty Detailed Indicators, comprehensively assessing innovation capability, administrative efficiency, policy outcomes, and citizen satisfaction.
