서문 (PREFACE)

 

 

WF책임경영지수(WFSRI, WF Sustainable Responsibility Index)는 공공기관과 기업의 지속가능성, 책임경영, 공공성, 사회적 가치 창출 및 혁신역량을 종합적으로 평가하기 위하여 개발된 통합형 책임경영 평가체계이다.

 

The WF Sustainable Responsibility Index (WFSRI) is an integrated responsible management evaluation framework developed to comprehensively assess the sustainability, responsible management, public value, social value creation, and innovation capabilities of public institutions and corporations.

오늘날 ESG(Environmental, Social and Governance)는 조직의 지속가능성을 평가하는 국제적 기준으로 자리 잡고 있으나, 공공성(Public Value), 인권(Human Rights), 공동체 가치(Community Value), 디지털윤리(Digital Ethics), 미래세대 보호(Future Generations Protection) 및 책임경영(Responsible Management)과 같은 요소를 충분히 반영하는 데에는 일정한 한계가 존재한다.

 

Today, Environmental, Social and Governance (ESG) has become an internationally recognized standard for assessing organizational sustainability. However, existing ESG frameworks often face limitations in adequately reflecting Public Value, Human Rights, Community Value, Digital Ethics, Future Generations Protection, and Responsible Management.

공기업평가위원회(SEC)는 이러한 한계를 보완하기 위하여 ESG의 기본 가치를 존중하면서도 책임경영을 중심 가치로 반영한 WF책임경영지수(WFSRI)를 개발하였다.

 

To address these limitations, the Sustainable Enterprise Evaluation Commission (SEC) developed the WF Sustainable Responsibility Index (WFSRI), which preserves the core values of ESG while placing Responsible Management at the center of the evaluation framework.

WFSRI는 환경(Environment), 사회(Social), 지배구조(Governance)의 기본 영역에 더하여 인권, 디지털윤리, 공동체 가치, 미래세대 보호, 혁신(Innovation) 및 공공성을 함께 반영하는 확장형 책임경영 평가체계이다.

 

The WFSRI is an expanded responsible management evaluation framework that incorporates Human Rights, Digital Ethics, Community Value, Future Generations Protection, Innovation, and Public Value in addition to the traditional Environmental, Social, and Governance dimensions.

본 백서는 WFSRI의 개발 배경과 평가철학, 평가체계, 평가지표, 운영원칙 및 활용방안을 체계적으로 정리한 공식 기준문서이다. 또한 공공기관과 기업, 연구기관, 정책결정자 및 다양한 이해관계자들이 WFSRI를 올바르게 이해하고 활용할 수 있도록 지원하기 위한 실천적 지침서의 역할을 수행한다.

 

This White Paper serves as the official reference document presenting the development background, evaluation philosophy, framework, indicators, operational principles, and practical applications of the WFSRI. It also functions as a practical guide to support public institutions, corporations, research organizations, policymakers, and stakeholders in understanding and utilizing the framework effectively.

특히 WFSRI는 단순한 평가를 위한 지표체계에 머무르지 않고 조직의 지속적인 혁신과 책임경영 실천을 지원하는 발전지향적 관리체계로 설계되었다. 이를 통하여 공공기관과 기업이 지속가능한 성장과 사회적 가치 창출을 동시에 실현하고 미래세대와 함께하는 책임 있는 발전에 기여할 수 있기를 기대한다.

 

Importantly, the WFSRI is designed not merely as an assessment tool but as a development-oriented management framework that supports continuous innovation and responsible management practices. Through this framework, organizations are encouraged to achieve sustainable growth, create social value, and contribute to responsible development for future generations.

공기업평가위원회는 앞으로도 평가체계의 객관성, 공정성 및 전문성을 지속적으로 강화하고, 지속가능성과 책임경영 문화 확산을 위하여 노력할 것이다.

 

The Sustainable Enterprise Evaluation Commission will continue to strengthen the objectivity, fairness, and professionalism of its evaluation systems while promoting a culture of sustainability and responsible management.
