About the Sustainable Enterprise Evaluation Commission (SEC)

 

 

공기업평가위원회(SEC, Sustainable Enterprise Evaluation Commission)는 WF책임경영지수(WFSRI)를 기반으로 대한민국 공공기관 및 기업의 환경책임, 혁신역량, 지속가능경영, ESG 경영 및 책임경영 수준을 종합적으로 평가하는 독립 평가·연구·인증기구이다.

 

The Sustainable Enterprise Evaluation Commission (SEC) is an independent evaluation, research, and certification body that comprehensively assesses the environmental responsibility, innovation capability, sustainability management, ESG performance, and responsible management practices of public institutions and corporations in the Republic of Korea based on the WF Sustainable Responsibility Index (WFSRI).

 

대한민국은 세계적인 제조업 경쟁력과 첨단기술 역량을 바탕으로 반도체, 인공지능(AI), 정보통신기술(ICT), 바이오, 모빌리티 및 미래산업 분야에서 글로벌 경쟁력을 확보하고 있다. 세계 유수의 기업인들은 한국을 뛰어난 기술력과 창의성, 혁신역량을 갖춘 국가로 평가하고 있으며, 대한민국 기업들은 글로벌 시장에서 국가 경쟁력을 이끄는 핵심 주체로 성장하고 있다.

 

The Republic of Korea has established global competitiveness in semiconductors, artificial intelligence (AI), information and communications technology (ICT), biotechnology, mobility, and other future industries through its advanced manufacturing capabilities and technological excellence. Global business leaders recognize Korea as a nation distinguished by technological expertise, creativity, and innovation, while Korean corporations have emerged as key drivers of national competitiveness in the global marketplace.

 

그러나 미래 국가 경쟁력은 단순한 기술력이나 경제 규모만으로 유지될 수 없다. 공공기관의 공공성과 혁신역량, 기업의 책임경영과 지속가능경영 역량, 투명한 회계와 건전한 지배구조, 사회적 가치 실현 및 미래세대를 위한 지속가능한 성장 기반이 함께 구축되어야 국가의 지속가능한 발전이 가능하다.

 

However, future national competitiveness cannot be sustained solely through technological capability or economic scale. Sustainable national development requires the establishment of public value and innovation capacity within public institutions, responsible and sustainable management within corporations, transparent accounting practices, sound governance, social value creation, and a sustainable foundation for future generations.

 

공기업평가위원회(SEC)는 이러한 시대적 요구에 부응하여 대한민국 공공기관 및 기업의 책임경영 수준과 지속가능한 성장 역량을 객관적이고 독립적으로 평가함으로써 국가 경쟁력 강화, 혁신생태계 조성, 책임경영 문화 확산 및 지속가능한 발전에 기여하기 위하여 설립되었다.

 

In response to these evolving demands, SEC was established to contribute to national competitiveness, foster innovation ecosystems, promote a culture of responsible management, and support sustainable development by objectively and independently evaluating the responsible management performance and sustainable growth capabilities of public institutions and corporations.

공기업평가위원회(SEC)는 공공기관과 기업이 보다 투명하고 혁신적이며 책임 있는 조직으로 성장할 수 있도록 방향을 제시하는 평가연구기관이자 정책 플랫폼이다.

 

SEC serves as both an evaluation and research institution and a policy platform that provides strategic direction for public institutions and corporations seeking to become more transparent, innovative, and accountable organizations.

이에 따라 공기업평가위원회(SEC)는 공공기관과 기업의 사회적 책임, 공공성, 투명성, 윤리성 및 지속가능성을 체계적으로 평가하기 위하여 세계청년리더총연맹(WFPL)이 제시한 책임경영 철학과 연구 성과를 바탕으로 개발된 WF책임경영지수(WFSRI)를 공식 평가모델로 운영하고 있다.

 

Accordingly, SEC utilizes the WF Sustainable Responsibility Index (WFSRI), developed from the Responsible Management philosophy and research achievements of the World Federation of Power Leaders (WFPL), as its official evaluation framework for assessing social responsibility, public value, transparency, ethics, and sustainability.

 

WFSRI는 WFPL이 제시한 책임경영 철학을 기반으로 개발된 통합 지속가능 책임경영 평가체계이다.

 

The WFSRI is an integrated sustainable responsible management evaluation framework developed on the basis of the Responsible Management philosophy advocated by WFPL.

 

SEC는 이를 바탕으로 공공기관과 기업의 책임경영 수준과 지속가능한 성장 역량을 객관적이고 독립적으로 평가하고 있다.

 

Based on this framework, SEC objectively and independently evaluates the responsible management performance and sustainable growth capabilities of public institutions and corporations.

 

특히 WFSRI는 2017년부터 추진된 공공기관·기업 책임경영 및 ESG 평가모델 연구 성과를 토대로 구축된 종합 책임경영 평가지수로서 ESG 경영뿐만 아니라 공공성, 혁신성, 윤리경영, 책임경영 및 지속가능성을 종합적으로 평가할 수 있도록 설계된 통합 평가모델이다.

 

In particular, WFSRI is a comprehensive responsible management evaluation index developed through research on responsible management and ESG evaluation models for public institutions and corporations since 2017. It is designed to evaluate not only ESG performance but also public value,

innovation, ethical management, responsible management, and sustainability in an integrated manner.

 

WFSRI는 6대 평가부문(Six Major Evaluation Categories), 14개 평가영역(Fourteen Evaluation Areas), 110개 세부지표(110 Detailed Indicators)로 구성된 체계적인 평가구조를 갖추고 있으며, 공공기관 및 기업의 책임경영 수준을 객관적이고 정량적으로 분석할 수 있도록 설계되어 있다.

 

WFSRI consists of Six Major Evaluation Categories, Fourteen Evaluation Areas, and 110 Detailed Indicators, forming a systematic evaluation framework designed to objectively and quantitatively assess responsible management performance.

 

이와 같은 평가체계는 단순한 정성적 평가나 단편적 ESG 진단을 넘어 공공기관과 기업의 지속가능성, 책임경영 수준, 재무건전성 및 미래 대응 역량을 종합적으로 분석할 수 있도록 설계되어 있다.

 

This framework goes beyond qualitative assessments and fragmented ESG diagnostics, enabling comprehensive analysis of sustainability, responsible management capability, financial soundness, and future readiness.

 

WFSRI는 기존 ESG 평가체계의 환경(Environment), 사회(Social), 지배구조(Governance) 요소를 기반으로 하되 인권(Human Rights), 디지털윤리(Digital Ethics), 공동체가치(Community Value), 혁신(Innovation) 및 이해관계자 보호(Stakeholder Protection)를 통합적으로 반영한 확장형 책임경영 평가체계로 설계되었다.

 

While building upon the traditional ESG pillars of Environment, Social, and Governance, WFSRI has been designed as an expanded responsible management framework that additionally incorporates Human Rights, Digital Ethics, Community Value, Innovation, and Stakeholder Protection.

 

이러한 평가철학을 바탕으로 SEC는 다음의 6대 평가부문을 운영하고 있다.

 

Based on this evaluation philosophy, SEC operates the following Six Major Evaluation Categories.

이들 6개 평가부문은 환경책임과 친환경 기술혁신, 지속가능경영, 인권과 사회적 책임, 지역사회 기여, 건전한 지배구조 및 이해관계자 보호를 균형 있게 평가하기 위하여 설계되었다.

 

These six Evaluation Categories provide a comprehensive framework for assessing environmental responsibility and eco-friendly technological innovation, sustainability management, human rights and social responsibility, community contribution, sound governance, and stakeholder protection in a balanced manner.

 

또한 14개 평가영역과 110개 세부지표는 조직의 정책, 제도, 운영체계, 실행성과, 개선활동 및 검증자료를 종합적으로 분석하도록 설계되어 있으며, 이를 통해 공공기관과 기업의 실질적인 책임경영 수준과 지속가능한 성장 역량을 객관적으로 평가할 수 있도록 구성되어 있다.

 

Furthermore, the Fourteen Evaluation Areas and 110 Detailed Indicators are designed to comprehensively analyze organizational policies, systems, operational structures, implementation outcomes, improvement activities, and verification materials, enabling objective assessment of responsible management performance and sustainable growth capability.

 

공기업평가위원회(SEC)는 일반적인 ESG 평가기관과 달리 환경(Environment), 사회(Social), 지배구조(Governance) 요소만을 평가하지 않는다.

 

Unlike conventional ESG evaluation organizations, SEC does not limit its assessments to environmental, social, and governance factors alone.

 

SEC는 ESG 요소와 함께 이사회 독립성, 감사위원회 운영, 내부감사, 윤리경영, 준법경영, 회계 투명성, 내부통제 체계, 재무건전성, 수익성, 유동성, 공급망 리스크 관리 및 책임경영 체계를 종합적으로 평가하는 통합 책임경영 평가모델을 운영하고 있다.

 

SEC operates an integrated responsible management evaluation model that comprehensively assesses board independence, audit committee effectiveness, internal auditing, ethical management, compliance systems, accounting transparency, internal controls, financial soundness, profitability, liquidity, supply chain risk management, and responsible management practices alongside ESG factors.

 

특히 기업부문 평가는 ESG 요소뿐만 아니라 재무·회계·내부통제·리스크관리 및 책임경영 요소를 함께 반영함으로써 기업의 지속가능한 성장 역량과 경영 건전성을 보다 객관적으로 진단할 수 있도록 설계되어 있다.

 

In particular, corporate evaluations integrate financial, accounting, internal control, risk management, and responsible management factors alongside ESG criteria, enabling a more objective assessment of sustainable growth potential and management soundness.

 

 

 

독립 평가 원칙
Principles of Independent Evaluation

 

공기업평가위원회(SEC)는 평가의 공정성(Fairness), 객관성(Objectivity), 독립성(Independence), 투명성(Transparency), 책임성(Accountability)을 최우선 가치로 삼고 있다.

 

The Sustainable Enterprise Evaluation Commission (SEC) places the highest priority on the principles of Fairness, Objectivity, Independence, Transparency, and Accountability in all evaluation activities.

 

SEC는 대한민국 공공기관 및 기업의 책임경영 수준과 지속가능한 성장 역량을 객관적으로 평가하기 위하여 정치적·경제적 이해관계로부터 독립된 평가체계를 운영하고 있다.

 

SEC operates an evaluation framework that is independent of political and economic interests in order to objectively assess the responsible management performance and sustainable growth capabilities of public institutions and corporations in the Republic of Korea.

 

SEC는 평가 결과의 공정성과 신뢰성을 확보하기 위하여 평가대상 기관 또는 기업으로부터 평가 결과에 영향을 미칠 수 있는 일체의 금전적 지원이나 부당한 편의를 제공받지 않는다.

 

To ensure the fairness and credibility of evaluation results, SEC does not accept any financial support, benefits, or other forms of undue influence from evaluated institutions or corporations that could affect the outcome of the evaluation.

 

SEC는 평가과정 전반에 걸쳐 독립성과 중립성을 유지하며, 특정 기관이나 기업의 이해관계가 아닌 공공의 이익과 사회적 책임을 기준으로 평가를 수행한다.

 

SEC maintains independence and neutrality throughout the entire evaluation process and conducts evaluations based on the public interest and social responsibility rather than the interests of any particular institution or corporation.

 

또한 SEC는 평가의 객관성과 전문성을 확보하기 위하여 관련 분야의 전문가들로 구성된 평가체계를 운영하고 있으며, 평가기준과 평가절차를 체계적으로 적용하고 있다.

 

In addition, SEC operates a professional evaluation system composed of experts from relevant fields and applies evaluation standards and procedures in a systematic manner to ensure objectivity and professional excellence.

 

평가위원단, 자문위원단 및 전문위원단은 평가의 독립성과 공정성을 보호하기 위하여 비공개 운영을 원칙으로 한다.

 

The Evaluation Committee, Advisory Committee, and Expert Committee operate under a principle of confidentiality in order to safeguard the independence and fairness of the evaluation process.

 

이러한 운영 원칙은 외부의 부당한 영향력과 이해관계 개입을 방지하고 평가위원의 독립적인 판단을 보장하기 위한 것이다.

 

These operational principles are intended to prevent undue external influence and conflicts of interest while ensuring the independent judgment of evaluators.

 

SEC는 평가자료의 검증, 평가결과의 분석 및 평가등급의 결정 과정에서 독립성, 객관성 및 전문성 원칙을 엄격하게 준수한다.

 

SEC strictly adheres to the principles of independence, objectivity, and professionalism throughout the verification of evaluation materials, the analysis of evaluation results, and the determination of evaluation grades.

 

SEC의 평가는 단순히 등급을 부여하기 위한 절차가 아니다.
