SEC(Sustainable Enterprise Evaluation Commission)는 모든 평가를 정치적, 경제적, 상업적 또는 기타 외부 이해관계로부터 독립적으로 수행한다.

The Sustainable Enterprise Evaluation Commission (SEC) conducts every evaluation independently from political, financial, commercial, or any other external interests.

 

모든 평가 결과는 사전에 공개된 평가원칙과 검증 가능한 데이터, 객관적인 평가방법론에 따라 결정되며 어떠한 외부의 압력이나 영향도 평가 결과에 반영되지 않는다.

All evaluation results are determined solely on the basis of publicly disclosed evaluation principles, verifiable evidence, and objective evaluation methodologies, free from improper external influence.

 

평가의 독립성은 SEC의 존재 이유이며, 모든 평가활동을 지배하는 가장 중요한 운영원칙이다.

Evaluation Independence is the foundation of SEC and the highest governing principle guiding every evaluation activity.

 

 

독립적인 평가체계
Independent Evaluation Framework

 

SEC는 기업 및 공공기관에 대한 평가의 공정성(Fairness), 객관성(Objectivity), 독립성(Independence), 투명성(Transparency), 책임성(Accountability) 및 데이터 신뢰성(Data Reliability)을 확보하기 위하여 독립적인 평가체계를 운영한다.

SEC maintains an independent evaluation framework to ensure Fairness, Objectivity, Independence, Transparency, Accountability, and Data Reliability in all evaluations of corporations and public institutions.

 

평가는 공개된 평가체계와 평가기준에 따라 일관성 있게 수행되며, 평가대상의 규모, 산업, 이해관계 또는 외부 환경에 따라 평가원칙이 변경되지 않는다.

Evaluations are conducted consistently under publicly disclosed evaluation frameworks and criteria without modification based on organizational size, industry, stakeholder interests, or external circumstances.

 

 

독립성 운영 원칙
Principles of Evaluation Independence

① 정치적 독립성
Political Independence

 

SEC는 특정 정부, 정당, 정치세력 또는 정치적 이해관계로부터 독립적으로 운영된다.

SEC operates independently of governments, political parties, political organizations, and political interests.

 

평가 결과와 평가등급은 정치적 입장이나 외부 압력의 영향을 받지 않으며, 공개된 평가기준과 객관적인 자료에 근거하여 독립적으로 결정된다.

Evaluation results and ratings are determined solely on publicly disclosed evaluation standards and objective evidence without political influence or external pressure.

 

 

② 재정적 독립성
Financial Independence

 

SEC는 평가와 인증의 독립성을 확보하기 위하여 평가대상 기업 및 공공기관으로부터 평가비, 심사비, 인증비, 후원금, 협찬금, 기부금 또는 기타 경제적 지원을 받지 않는다.

To preserve the independence of evaluation and certification activities, SEC accepts no evaluation fees, certification fees, sponsorships, donations, or other financial support from evaluated organizations.

 

모든 평가 결과와 인증 결정은 공개된 평가기준, 객관적인 자료, 검증절차 및 독립적인 전문적 판단에 따라 이루어진다.

All evaluation results and certification decisions are based exclusively on publicly disclosed evaluation standards, objective evidence, verification procedures, and independent professional judgment.

 

 

③ 평가위원의 독립성과 윤리
Evaluator Independence and Ethics

 

평가위원은 객관적이고 독립적인 전문적 판단에 따라 평가를 수행하며, 평가대상 기관과의 이해관계나 외부 영향으로부터 자유로워야 한다.

Evaluators perform assessments based on objective, independent, and professional judgment while remaining free from conflicts of interest and external influence.

 

모든 평가위원은 공정성(Fairness), 청렴성(Integrity), 전문성(Professionalism) 및 책임성(Accountability)을 평가 전 과정에서 준수한다.

Throughout the evaluation process, evaluators uphold Fairness, Integrity, Professionalism, and Accountability.

 

 

이해상충 관리
Conflict of Interest Management

 

SEC는 평가의 공정성과 신뢰성을 확보하기 위하여 이해상충 관리체계를 운영한다.

SEC maintains a comprehensive Conflict of Interest Management Framework to preserve the fairness and credibility of every evaluation.

 

평가위원과 관계자는 실제 또는 잠재적인 이해상충이 발생하는 경우 이를 즉시 신고하여야 하며, 필요한 경우 해당 평가에서 회피하거나 배제된다.

Evaluators and relevant personnel shall promptly disclose actual or potential conflicts of interest and, where appropriate, withdraw from or be excluded from the relevant evaluation activities.

 

 

평가의 보증
Quality Assurance

 

평가 결과는 자료수집(Data Collection), 자료검증(Data Verification), 공개자료 교차검증(Cross-verification of Public Information), 사실확인(Factual Review), 평가위원 검토(Evaluator Review) 및 평가위원회 심의(Evaluation Commission Deliberation)를 거쳐 최종 확정된다.

Evaluation results are finalized through Data Collection, Data Verification, Cross-verification of Public Information, Factual Review, Evaluator Review, and Evaluation Commission Deliberation.

 

또한 사실확인(Factual Review)과 이의신청(Appeal) 절차를 운영하여 평가 결과의 정확성과 신뢰성을 지속적으로 확보한다.

SEC further strengthens evaluation accuracy and credibility through structured Factual Review and Appeal procedures.

 

 

평가 거버넌스
Evaluation Governance

 

SEC는 평가 관련 운영규정, 윤리규정, 사실확인 규정, 이의신청 규정 및 이해상충 방지규정을 기반으로 체계적인 평가 거버넌스를 운영한다.

SEC maintains a structured evaluation governance framework based on evaluation regulations, ethics policies, factual review procedures, appeal procedures, and conflict-of-interest policies.

 

이러한 거버넌스는 평가의 일관성과 신뢰성을 확보하는 동시에 기업 및 공공기관이 평가 결과를 지속적인 개선과 혁신에 활용할 수 있도록 지원한다.

투명성과 정보공개

SEC는 평가체계, 평가방법론, 평가절차, 평가등급체계, 인증제도 및 주요 정책자료를 공개하여 평가의 예측가능성과 신뢰성을 높인다.

SEC publicly discloses its evaluation framework, methodology, procedures, rating system, certification programs, and major policy documents to strengthen transparency and predictability.

 

다만 평가의 공정성과 독립성, 그리고 평가모델의 핵심 지식재산(Intellectual Property)을 보호하기 위하여 세부 운영기준과 내부 평가기준은 정보공개 원칙에 따라 제한적으로 관리한다.

To protect evaluation fairness, independence, and the intellectual property of its evaluation framework, detailed operational standards and internal evaluation criteria are managed in accordance with SEC's Information Disclosure Policy.

 

주요 제도와 정책자료는 전자문서(Electronic Documents) 형태로 제공하여 기업, 공공기관, 투자자 및 이해관계자의 정보 접근성과 활용성을 높인다.

Major systems and policy documents are provided in electronic document format to improve accessibility and practical usability for corporations, public institutions, investors, and stakeholders.
