1. 개요 (Overview)

 

SEC 평가 운영규정은 WF책임경영지수(WFSRI)(WF Sustainable Responsibility Index (WFSRI))를 기반으로 기업과 공공기관의 책임경영 수준을 객관적이고 일관되게 평가하기 위한 공식 운영기준이다.

The SEC Evaluation Regulations establish the official operational framework for objectively and consistently evaluating the Responsible Management performance of corporations and public institutions based on the WF Sustainable Responsibility Index (WFSRI).

 

본 운영규정은 평가의 기본원칙, 운영절차 및 평가기준의 적용원칙을 규정함으로써 평가의 신뢰성과 공정성 및 국제적 일관성을 확보하는 것을 목적으로 한다.

These Regulations define the fundamental principles, operational procedures, and application standards of the evaluation system in order to ensure credibility, fairness, and international consistency.

 

또한 평가와 인증의 전 과정에서 독립성, 객관성 및 투명성을 유지하기 위한 공통 기준으로 활용된다.

They also serve as the common operational standards for maintaining independence, objectivity, and transparency throughout every stage of evaluation and certification.

 

 

2. 목적 (Purpose)

 

본 운영규정의 목적은 책임경영 평가와 인증이 객관적이고 공정한 기준에 따라 운영될 수 있도록 기본 운영체계를 확립하는 데 있다.

The purpose of these Regulations is to establish the fundamental operational framework for conducting Responsible Management evaluations and certifications in accordance with objective and fair standards.

 

이를 통하여 기업과 공공기관의 지속가능한 성장과 책임경영 수준 향상을 지원한다.

Through this framework, SEC supports the sustainable growth of corporations and public institutions while promoting higher standards of Responsible Management.

 

아울러 공공가치(Public Value), 사회적 가치(Social Value), 혁신(Innovation) 및 미래세대 보호(Protection of Future Generations)의 확산에 기여하는 것을 목적으로 한다.

The Regulations also contribute to the advancement of Public Value, Social Value, Innovation, and the Protection of Future Generations.

 

 

3. 적용 범위 (Scope of Application)

 

본 운영규정은 SEC가 수행하는 모든 평가 및 인증업무에 적용된다.

These Regulations apply to all evaluation and certification activities conducted by SEC.

 

평가대상은 기업, 공공기관 및 기타 SEC가 공익성과 평가 필요성을 고려하여 선정한 조직으로 한다.

Evaluation targets include corporations, public institutions, and other organizations selected by SEC based on public interest and evaluation necessity.

 

평가의 목적과 대상의 특성에 따라 운영방식은 합리적으로 조정될 수 있다.

Operational procedures may be reasonably adjusted according to the purpose of the evaluation and the characteristics of the evaluation target.

 

다만, 평가의 기본원칙은 모든 평가대상에 동일하게 적용된다.

However, the fundamental evaluation principles shall be applied consistently to every evaluation target.

 

 

4. 기본 운영원칙 (Fundamental Operating Principles)

 

SEC는 모든 평가와 인증을 독립성, 객관성, 공정성, 투명성 및 전문성의 원칙에 따라 수행한다.

SEC conducts all evaluation and certification activities in accordance with the principles of Independence, Objectivity, Fairness, Transparency, and Professionalism.

 

이러한 원칙은 평가 전 과정에서 동일하게 적용되며 평가결과의 신뢰성과 공신력을 확보하는 기준이 된다.

These principles apply consistently throughout the entire evaluation process and serve as the foundation for ensuring the credibility and integrity of evaluation results.

 

독립성(Independence)은 정치적·경제적 또는 기타 외부 이해관계로부터 영향을 받지 않는 평가체계를 의미한다.

Independence refers to an evaluation system that operates free from political, economic, or other external interests.

 

객관성(Objectivity)은 검증 가능한 자료와 사실에 근거하여 평가를 실시하는 원칙이다.

Objectivity is the principle of conducting evaluations based on verifiable evidence and objective facts.

 

공정성(Fairness)은 모든 평가대상에 동일한 평가기준과 절차를 적용하는 것을 의미한다.

Fairness means applying the same evaluation standards and procedures consistently to all evaluation targets.

 

투명성(Transparency)은 공개된 운영원칙에 따라 평가를 수행하고 평가과정의 신뢰성을 확보하는 원칙이다.

Transparency is the principle of conducting evaluations according to publicly established operational standards while ensuring the credibility of the evaluation process.

 

전문성(Professionalism)은 전문지식과 윤리성을 갖춘 평가체계를 기반으로 평가를 수행하는 것을 의미한다.

Professionalism refers to conducting evaluations through a professionally managed and ethically responsible evaluation system.

 

 

5. 평가의 독립성 (Evaluation Independence)

 

SEC는 평가의 공정성과 신뢰성을 확보하기 위하여 평가 전 과정에서 독립적인 운영체계를 유지한다.

SEC maintains an independent operational system throughout every stage of the evaluation process to ensure fairness and credibility.

 

평가위원은 이해충돌이 발생하거나 발생할 우려가 있는 경우 해당 평가에 참여하지 아니한다.

Evaluators shall not participate in any evaluation where an actual or potential conflict of interest exists.

 

평가결과는 독립적인 심의절차를 거쳐 최종 확정한다.

Evaluation results are finalized only after an independent review and deliberation process.

 

SEC는 평가의 독립성과 공신력을 유지하기 위하여 후원금, 찬조금, 심사비 또는 이에 준하는 경제적 지원을 평가의 조건으로 받지 아니한다.

To preserve its independence and public credibility, SEC does not accept sponsorships, donations, judging fees, or any similar financial support as a condition for conducting evaluations.

 

 

6. 평가절차 (Evaluation Procedures)

 

SEC 평가는 표준화된 절차에 따라 체계적으로 수행된다.

SEC evaluations are conducted through a standardized and systematic process.

 

평가절차는 평가의 객관성, 일관성 및 신뢰성을 확보하기 위하여 사전에 정한 운영기준에 따라 운영된다.

The evaluation process follows predetermined operational standards to ensure objectivity, consistency, and credibility.

 

평가는 평가계획 수립, 평가대상 선정, 자료수집 및 검토, 사실확인, 정량·정성평가, 평가위원회 심의, 평가결과 확정, 평가등급 부여 및 인증의 순서로 진행된다.

The evaluation process consists of evaluation planning, selection of evaluation targets, collection and review of evidence, fact verification, quantitative and qualitative assessment, Evaluation Committee review, confirmation of evaluation results, assignment of ratings, and certification.

 

필요한 경우 SEC는 평가의 정확성과 신뢰성을 높이기 위하여 추가자료 제출 또는 현장확인을 실시할 수 있다.

Where necessary, SEC may request supplementary documentation or conduct on-site verification to improve the accuracy and reliability of the evaluation.

 

 

7. 평가자료 및 검증 (Evaluation Evidence and Verification)

 

평가는 객관적으로 확인할 수 있는 자료와 증거를 기반으로 실시한다.

Evaluations are conducted on the basis of objectively verifiable information and evidence.

 

평가자료는 공공기관의 공개자료, 법령에 따른 공시자료, 평가대상 조직이 제출한 자료 및 기타 신뢰할 수 있는 자료를 활용할 수 있다.

Evaluation evidence may include publicly available information, legally required disclosures, documents submitted by the evaluated organization, and other reliable sources.

 

SEC는 제출자료의 적정성과 사실 여부를 확인하기 위하여 교차검증을 실시할 수 있다.

SEC may conduct cross-verification to confirm the accuracy and adequacy of submitted information.

 

필요한 경우 추가자료 검토, 사실확인 및 현장확인을 실시할 수 있다.

Where appropriate, supplementary document reviews, fact verification, and on-site verification may also be conducted.

 

허위자료 또는 중대한 오류가 확인되는 경우 해당 자료는 평가에서 제외하거나 필요한 조치를 취할 수 있다.

If false information or material errors are identified, the relevant evidence may be excluded from the evaluation or other appropriate measures may be taken.

 

 

8. 평가위원회 심의 (Evaluation Committee Review)

 

평가위원회는 평가결과의 객관성과 일관성을 확보하기 위하여 평가내용을 종합적으로 심의한다.

The Evaluation Committee comprehensively reviews the evaluation results to ensure objectivity and consistency.

 

평가위원회는 평가기준의 적용 적정성, 자료의 신뢰성 및 평가결과의 타당성을 종합적으로 검토한다.

The Committee examines the appropriateness of the evaluation criteria, the reliability of the evidence, and the validity of the evaluation results.

 

필요한 경우 평가위원회는 추가 검토를 요청하거나 평가자료의 보완을 요구할 수 있다.

Where necessary, the Committee may request additional review or supplementary documentation.

 

평가결과는 평가위원회의 심의를 거쳐 최종 확정된다.

Evaluation results are finalized following the deliberation of the Evaluation Committee.

 

 

9. 평가결과의 확정 (Confirmation of Evaluation Results)

 

평가결과는 독립적인 심의절차를 완료한 후 SEC가 최종 확정한다.

Evaluation results are officially confirmed by SEC after completion of the independent review process.

 

평가대상 조직은 필요한 경우 사실관계에 대한 확인자료를 제출할 수 있다.

Where appropriate, the evaluated organization may submit supporting information for factual clarification.

 

SEC는 제출된 자료를 검토하여 필요한 범위에서 평가내용을 확인하거나 수정할 수 있다.

SEC may review the submitted information and confirm or revise the evaluation within an appropriate scope.

 

최종 확정된 평가결과는 SEC의 공식 절차에 따라 발표된다.

Confirmed evaluation results are officially released in accordance with SEC procedures.

 

평가결과는 평가등급 부여와 인증의 공식 기준으로 활용된다.

The confirmed evaluation results serve as the official basis for ratings and certification.

 

 

10. 평가등급 및 인증 (Rating and Certification)

 

SEC는 WF책임경영지수(WFSRI)(WF Sustainable Responsibility Index (WFSRI)) 평가결과를 종합적으로 분석하여 평가등급을 부여할 수 있다.

SEC may assign official ratings based on the comprehensive results of the WF Sustainable Responsibility Index (WFSRI) evaluation.

 

평가등급은 조직의 책임경영 수준과 지속가능성을 객관적으로 나타내는 공식 결과이다.

The rating is an official representation of an organization's Responsible Management performance and sustainability.

 

일정 기준을 충족한 조직에 대하여는 SEC WFSRI Certification을 부여할 수 있다.

Organizations that satisfy the established certification requirements may be granted the SEC WFSRI Certification.

 

인증의 부여, 유지, 정지 및 취소는 SEC의 인증기준에 따라 운영된다.

The granting, maintenance, suspension, and withdrawal of certification are administered in accordance with SEC certification standards.

 

평가등급과 인증은 조직의 지속적인 책임경영 개선을 지원하기 위한 제도로 운영된다.

Both the rating system and certification program are designed to encourage the continuous improvement of Responsible Management performance.

 

 

11. 비밀유지 및 정보보호 (Confidentiality and Information Protection)

 

SEC는 평가과정에서 취득한 모든 자료와 정보를 관련 법령 및 운영규정에 따라 안전하게 관리한다.

SEC manages all information and materials obtained during the evaluation process securely in accordance with applicable laws and operational regulations.

 

평가과정에서 수집된 자료는 평가 및 인증 목적의 범위에서만 활용한다.

Information collected during the evaluation process shall be used solely for evaluation and certification purposes.

 

평가위원 및 평가업무에 참여하는 모든 관계자는 직무수행 과정에서 알게 된 비공개 정보를 제3자에게 공개하거나 목적 외로 사용하여서는 아니 된다.

All evaluators and personnel participating in evaluation activities shall not disclose or use any non-public information obtained during the course of their duties for purposes other than those authorized.

 

SEC는 평가자료의 무단 유출, 훼손 또는 오용을 방지하기 위하여 적절한 관리 및 보호조치를 마련한다.

SEC establishes appropriate management and protection measures to prevent the unauthorized disclosure, alteration, or misuse of evaluation information.

 

 

12. 지식재산권 보호 (Protection of Intellectual Property)

 

WF책임경영지수(WFSRI)(WF Sustainable Responsibility Index (WFSRI))와 관련된 평가체계, 방법론 및 운영기준은 SEC의 지식재산으로 보호된다.

The evaluation framework, methodologies, and operational standards associated with the WF Sustainable Responsibility Index (WFSRI) are protected as the intellectual property of SEC.

 

SEC 평가지표 체계(110개 세부평가지표)(SEC Indicator System (110 Detailed Evaluation Indicators))와 SEC 핵심가치지표(31개 핵심가치지표, CVIs)(SEC Core Value Indicators (31 Core Value Indicators, CVIs))의 세부 구성, 평가기준, 배점체계 및 운영방식은 비공개된다.

The detailed structure, evaluation criteria, scoring methodology, and operational framework of the SEC Indicator System (110 Detailed Evaluation Indicators) and the SEC Core Value Indicators (31 Core Value Indicators, CVIs) are managed as proprietary strategic assets of SEC.

 

SEC의 사전 서면 승인 없이 평가체계 또는 관련 자료의 전부 또는 일부를 무단 복제, 배포, 수정 또는 상업적으로 이용하여서는 아니 된다.

No part of the evaluation framework or related materials may be reproduced, distributed, modified, or commercially used without the prior written approval of SEC.

 

 

13. 운영규정의 개정 (Revision of the Regulations)

 

SEC는 평가환경의 변화와 국제기준의 발전을 반영하기 위하여 운영규정을 개정할 수 있다.

SEC may revise these Regulations to reflect changes in the evaluation environment and the development of international standards.

 

운영규정의 개정은 객관성과 일관성을 유지하는 범위에서 이루어진다.

Any revision shall be made in a manner that preserves the objectivity and consistency of the evaluation framework.

 

개정된 운영규정은 SEC가 공식적으로 공표한 날부터 적용하는 것을 원칙으로 한다.

Unless otherwise specified, revised Regulations shall take effect on the date officially announced by SEC.

 

 

14. 부칙 (Supplementary Provisions)

 

본 운영규정 요약은 SEC 평가 운영규정의 주요 내용을 백서 형식에 맞추어 정리한 참고자료이다.

This summary is provided as a reference document presenting the principal provisions of the SEC Evaluation Regulations in a format appropriate for this White Paper.
