제1장 총칙
Chapter 1. General Provisions

 

제1조 목적
Article 1. Purpose

본 규정은 SEC(Sustainable Enterprise Evaluation Commission)가 실시하는 ESG 평가결과의 공표에 필요한 사항을 정함으로써 평가의 신뢰성, 시장 수용성, 평가대상 기관 및 기업의 권리 보호와 공익성 확보에 기여함을 목적으로 한다.

These Regulations establish the procedures for the disclosure of ESG evaluation results conducted by SEC (Sustainable Enterprise Evaluation Commission) in order to enhance evaluation reliability, market acceptance, protection of the rights of evaluated organizations and companies, and the public interest.
 

제2조 적용범위
Article 2. Scope of Application

본 규정은 SEC가 실시하는 공공기관 및 기업 ESG 평가결과의 공표에 적용한다.

These Regulations shall apply to the disclosure of ESG evaluation results for public institutions and corporations conducted by SEC.

 

제3조 기본원칙
Article 3. Fundamental Principles

SEC는 평가결과 공표에 있어 다음 각 호의 원칙을 준수한다.

SEC shall adhere to the following principles when disclosing evaluation results.

① 신뢰성 (Reliability)
② 객관성 (Objectivity)
③ 공정성 (Fairness)
④ 투명성 (Transparency)
⑤ 공익성 (Public Interest)
⑥ 권리보호 (Protection of Rights)

제4조 단계적 공개원칙
Article 4. Phased Disclosure Principle

SEC는 평가의 신뢰성, 시장 수용성, 평가대상 기관 또는 기업의 권리 및 공익성을 종합적으로 고려하여 단계적 공개원칙을 적용한다.

SEC shall apply the Phased Disclosure Principle while comprehensively considering evaluation reliability, market acceptance, the rights of evaluated organizations or companies, and the public interest.

 

제5조 공개범위 결정
Article 5. Determination of Disclosure Scope

평가결과의 공개범위는 평가위원회의 심의·의결을 거쳐 결정한다.

The scope of disclosure shall be determined through deliberation and resolution by the Evaluation Committee.

 

제6조 공개자료의 정확성
Article 6. Accuracy of Disclosed Information

SEC는 공표자료의 정확성과 객관성을 확보하여야 한다.

SEC shall ensure the accuracy and objectivity of disclosed information.

 

제7조 공개결정의 독립성
Article 7. Independence of Disclosure Decisions

평가결과 공표 여부와 공개범위는 평가위원회의 독립적 판단에 따라 결정한다.

The decision to disclose evaluation results and the scope of disclosure shall be determined independently by the Evaluation Committee.

SEC는 평가결과 발표 시 다음 각 호의 정보를 공개할 수 있다.

SEC may disclose the following information when announcing evaluation results.

① 최우수등급 획득 기관 또는 기업
Organizations or Companies Receiving the Outstanding Grade

② 우수등급 획득 기관 또는 기업
Organizations or Companies Receiving the Excellent Grade

③ WFPL ESG 인증 획득 기관 또는 기업
Organizations or Companies Receiving WFPL ESG Certification

④ 평가대상 선정기준
Selection Criteria for Organizations or Companies Subject to Evaluation

⑤ 평가범위
Scope of Evaluation

⑥ 평가방법론 개요
Overview of the Evaluation Methodology

⑦ 기타 SEC가 필요하다고 인정하는 사항
Other Information Deemed Necessary by SEC

 

제9조 평가대상 선정기준 공개
Article 9. Disclosure of Selection Criteria

SEC는 평가결과 발표 시 평가대상 선정기준 및 선정방식을 함께 공개할 수 있다.

SEC may disclose the selection criteria and selection methodology together with the evaluation results announcement.

 

제10조 평가범위 공개
Article 10. Disclosure of Evaluation Scope

SEC는 평가결과 발표 시 평가범위를 함께 공개할 수 있다.

SEC may disclose the scope of evaluation together with the evaluation results announcement.

 

제11조 평가방법론 공개
Article 11. Disclosure of Evaluation Methodology

SEC는 평가결과의 이해를 돕기 위하여 평가방법론의 개요를 공개할 수 있다.

SEC may disclose an overview of the evaluation methodology to facilitate understanding of evaluation results.

Chapter 4. Non-Disclosed Information

 

제12조 비공개 원칙
Article 12. Principle of Non-Disclosure

SEC는 평가의 독립성 및 평가대상 기관 또는 기업의 권리 보호를 위하여 비공개 정보를 관리한다.

SEC shall manage non-disclosed information in order to protect evaluation independence and the rights of evaluated organizations and companies.

 

제13조 비공개 정보
Article 13. Non-Disclosed Information

다음 각 호의 정보는 공개하지 아니한다.

The following information shall not be disclosed.

Lower Grades

제14조 비공개 정보의 보호
Article 14. Protection of Non-Disclosed Information

SEC는 비공개 정보의 유출을 방지하기 위하여 필요한 조치를 취하여야 한다.

SEC shall take necessary measures to prevent disclosure of confidential information.

제5장 최우수등급 및 우수등급 공개
Chapter 5. Disclosure of Outstanding and Excellent Grades

 

제15조 공개원칙
Article 15. Disclosure Principles

SEC는 평가결과 발표 시 최우수등급 및 우수등급을 획득한 기관 또는 기업을 공개할 수 있다.

SEC may disclose organizations or companies receiving Outstanding Grades and Excellent Grades.

 

제16조 공개요건
Article 16. Conditions for Disclosure

다음 각 호의 절차가 완료된 경우 공개할 수 있다.

Disclosure may occur upon completion of the following procedures.

 

① 평가분석
Evaluation Analysis

② 사실확인(Factual Review)
Factual Review

③ 이의신청(Appeal)
Appeal

④ 평가위원회 최종심의
Final Deliberation by the Evaluation Committee

 

제17조 공개방법
Article 17. Method of Disclosure

SEC는 홈페이지, 보도자료, 평가결과 보고서 또는 기타 공식 채널을 통하여 평가결과를 공개할 수 있다.

SEC may disclose evaluation results through its website, press releases, evaluation reports, or other official channels.

 

제18조 WFPL ESG 인증 공개
Article 18. Disclosure of WFPL ESG Certification

SEC는 평가결과와 함께 WFPL ESG 인증 획득 기관 또는 기업을 공개할 수 있다.

SEC may disclose organizations or companies receiving WFPL ESG Certification together with evaluation results.

Chapter 6. Media Announcement

 

제19조 언론공표 원칙
Article 19. Principles of Media Announcement

SEC는 평가결과를 언론에 공표함에 있어 객관성, 정확성 및 공정성을 유지하여야 한다.

SEC shall maintain objectivity, accuracy, and fairness when announcing evaluation results to the media.

 

제20조 공식 발표
Article 20. Official Announcement

평가결과의 공식 발표는 SEC 명의로 실시한다.

Official announcements of evaluation results shall be made in the name of SEC.

 

제21조 보도자료
Article 21. Press Releases

SEC는 평가결과 발표 시 공식 보도자료를 배포할 수 있다.

SEC may distribute official press releases when announcing evaluation results.

 

제22조 설명자료
Article 22. Explanatory Materials

SEC는 평가방법론, 평가범위 및 공개기준에 관한 설명자료를 함께 제공할 수 있다.

SEC may provide explanatory materials concerning the evaluation methodology, scope of evaluation, and disclosure criteria.

제7장 공개범위의 확대
Chapter 7. Expansion of Disclosure Scope

제23조 공개범위 확대
Article 23. Expansion of Disclosure Scope

SEC는 평가체계의 안정성, 시장 수용성 및 사회적 필요성을 고려하여 공개범위를 단계적으로 확대할 수 있다.

SEC may gradually expand the scope of disclosure in consideration of system stability, market acceptance, and social necessity.

 

제24조 공개범위 확대 절차
Article 24. Procedures for Expansion

공개범위 확대는 평가위원회의 심의·의결을 거쳐 결정한다.

Any expansion of the disclosure scope shall be determined through deliberation and resolution by the Evaluation Committee.

제8장 다른 규정과의 관계
Chapter 8. Relationship with Other Regulations

 

제25조 평가등급 운영규정과의 관계
Article 25. Relationship with the ESG Rating Regulations

본 규정은 「SEC ESG 평가등급 운영규정」과 연계하여 적용한다.

These Regulations shall be applied in conjunction with the SEC ESG Rating Regulations.

 

제26조 WFPL ESG 인증 운영규정과의 관계
Article 26. Relationship with the WFPL ESG Certification Regulations

WFPL ESG 인증 공개는 「WFPL ESG 인증 운영규정」에 따른다.

The disclosure of WFPL ESG Certification shall be governed by the WFPL ESG Certification Regulations.

 

제27조 평가 거버넌스 체계
Article 27. Evaluation Governance Framework

본 규정은 SEC 평가 거버넌스 체계의 구성 규정으로서 운영한다.

These Regulations shall operate as a constituent regulation of the SEC Evaluation Governance Framework.

부칙
Supplementary Provisions

제1조 시행일
Article 1. Effective Date

본 규정은 2026년 1월 1일부터 시행한다.

These Regulations shall enter into force on January 1, 2026.

 

제2조 경과조치
Article 2. Transitional Measures

본 규정 시행 이전에 진행 중인 평가에 대하여는 SEC가 정하는 바에 따라 본 규정을 준용할 수 있다.

These Regulations may apply mutatis mutandis to evaluations already in progress prior to the effective date, as determined by SEC.

 

제3조 규정의 개정
Article 3. Amendment of Regulations

본 규정의 개정은 평가위원회의 심의·의결을 거쳐 시행한다.

Any amendment to these Regulations shall be adopted through deliberation and resolution by the Evaluation Committee.
