1. 평가 거버넌스 체계의 목적
Purpose of the Evaluation Governance Framework
SEC(Sustainable Enterprise Evaluation Commission)는 평가의 독립성(Independence), 객관성(Objectivity), 공정성(Fairness) 및 투명성(Transparency)을 확보하고 평가대상 기관 및 기업의 권리를 보호하기 위하여 SEC 평가 거버넌스 체계(SEC Evaluation Governance Framework)를 구축하여 운영하고 있다.
SEC (Sustainable Enterprise Evaluation Commission) has established and operates the SEC Evaluation Governance Framework to ensure the independence, objectivity, fairness, and transparency of its evaluation activities and to protect the rights of evaluated organizations and companies.
SEC 평가 거버넌스 체계는 ESG 평가, 평가결과 공표, 사실확인(Factual Review), 이의신청(Appeal), 인증, 평가윤리 및 이해상충 방지에 관한 제도적 기반을 제공한다.
The SEC Evaluation Governance Framework provides the institutional foundation for ESG evaluations, disclosure of evaluation results, Factual Review, Appeal procedures, certification, evaluation ethics, and conflict-of-interest prevention.
2. 평가 거버넌스 체계의 기본원칙
Fundamental Principles of the Evaluation Governance Framework
SEC는 다음 원칙에 따라 평가 거버넌스 체계를 운영한다.
SEC operates its Evaluation Governance Framework in accordance with the following principles.
① 독립성(Independence)
평가 및 인증은 외부의 부당한 영향 없이 독립적으로 수행된다.
Evaluations and certifications shall be conducted independently and free from improper external influence.
② 객관성(Objectivity)
평가는 공개된 기준과 객관적 자료에 근거하여 실시된다.
Evaluations shall be conducted on the basis of publicly disclosed criteria and objective evidence.
③ 공정성(Fairness)
평가대상 기관 또는 기업에 대하여 차별 없이 공정하게 평가한다.
Evaluations shall be conducted fairly and without discrimination.
④ 투명성(Transparency)
평가기준, 평가방법론 및 운영규정을 공개한다.
Evaluation criteria, methodologies, and operational regulations shall be publicly disclosed.
⑤ 권리보호(Protection of Rights)
평가대상 기관 또는 기업은 사실확인(Factual Review) 및 이의신청(Appeal)을 통하여 절차적 권리를 보장받는다.
Evaluated organizations and companies shall be guaranteed procedural rights through Factual Review and Appeal procedures.
⑥ 공익성(Public Interest)
SEC는 책임경영과 지속가능경영 문화 확산을 위하여 공익적 관점에서 평가를 수행한다.
SEC conducts evaluations from a public-interest perspective to promote responsible and sustainable management.
3. 경제적 독립성
Financial Independence
SEC는 평가와 인증의 독립성 확보를 위하여 경제적 독립성(Financial Independence) 원칙을 운영한다.
SEC applies the principle of Financial Independence to ensure the independence of its evaluation and certification activities.
SEC는 평가대상 기관 또는 기업으로부터 평가결과 또는 인증결정에 영향을 미칠 수 있는 평가비, 심사비, 인증비, 후원금 또는 기타 명목의 금전적 지원을 받지 아니한다.
SEC does not accept evaluation fees, review fees, certification fees, sponsorships, or any other financial support that may influence evaluation results or certification decisions.
평가대상 기관 또는 기업의 재정적 기여 여부는 평가등급 또는 인증결정에 어떠한 영향도 미치지 아니한다.
The existence or absence of financial contributions shall have no influence on ESG Ratings or certification decisions.
4. 평가위원회의 독립성
Independence of the Evaluation Committee
SEC는 평가위원회를 독립적으로 운영한다.
SEC operates its Evaluation Committee independently.
평가위원회는 평가자료 분석, 평가등급 심의, 이의신청 심사 및 최종등급 확정 업무를 수행한다.
The Evaluation Committee is responsible for evaluation review, ESG Rating deliberation, Appeal review, and final rating confirmation.
SEC는 평가위원에 대한 외부 압력, 로비 및 이해관계자의 영향력 행사를 방지하기 위하여 개별 평가위원 비공개 원칙을 적용한다.
SEC applies a confidentiality principle regarding individual Evaluation Committee Members in order to prevent external pressure, lobbying, and influence by interested parties.
5. 권리보호 체계
Rights Protection Framework
SEC는 평가대상 기관 또는 기업의 권리 보호를 위하여 사실확인(Factual Review) 및 이의신청(Appeal) 제도를 운영한다.
SEC operates Factual Review and Appeal procedures to protect the rights of evaluated organizations and companies.
사실확인(Factual Review)
예비평가 결과에 포함된 사실관계의 정확성을 검증하기 위한 절차
Procedure for verifying the accuracy of factual information contained in preliminary evaluation results
이의신청(Appeal)
평가결과 또는 평가절차에 대한 재심사를 요청하는 절차
Procedure for requesting a review of evaluation results or procedures
