Organizational Structure and Operational Framework
SEC(Sustainable Enterprise Evaluation Commission)는 세계청년리더총연맹(WFPL)이 설립한 기업·공공기관 평가전문기관으로서, 평가의 독립성(Independence), 전문성(Professionalism), 객관성(Objectivity), 공정성(Fairness) 및 책임성(Accountability)을 확보하기 위한 체계적인 조직 및 운영체계를 구축하여 운영하고 있다.
The Sustainable Enterprise Evaluation Commission (SEC) is a specialized evaluation institution for corporations and public institutions established by the World Federation of Power Leaders (WFPL). SEC maintains a systematic organizational and operational framework designed to ensure Independence, Professionalism, Objectivity, Fairness, and Accountability throughout all evaluation activities.
SEC의 조직은 평가정책 수립, 평가체계 개발, 평가운영, 평가분석, 평가등급 운영 및 인증제도 운영이 상호 유기적으로 연계될 수 있도록 구성되어 있으며, 각 기능은 독립성과 책임성을 기반으로 운영된다.
The organizational structure of SEC is designed to ensure effective coordination among evaluation policy development, evaluation framework development, evaluation operations, evaluation analysis, rating administration, and certification management. Each function operates independently while maintaining accountability.
평가의 공정성과 신뢰성을 확보하기 위하여 평가위원회(Evaluation Commission)는 독립적인 최고 심의기구로 운영되며, 평가기준의 적용, 평가결과의 검토, 평가등급의 확정 및 주요 평가정책에 관한 사항을 심의한다. 평가위원회는 어떠한 외부의 부당한 영향으로부터도 독립적으로 운영된다.
To ensure fairness and credibility, the Evaluation Commission serves as SEC's independent supreme deliberative body. It reviews the application of evaluation standards, examines evaluation results, confirms official ratings, and deliberates major evaluation policies. The Commission operates independently and is free from any improper external influence.
사무국(Secretariat)은 평가위원회의 운영을 지원하는 전담 조직으로서 평가운영, 행정지원, 자료관리, 연구지원 및 대외협력 업무를 수행하며, 평가위원회의 독립적인 심의 기능을 지원한다.
The Secretariat serves as the administrative support organization for the Evaluation Commission. It is responsible for evaluation operations, administrative support, document management, research assistance, and external cooperation while supporting the Commission's independent deliberative functions.
SEC는 평가의 신뢰성과 객관성을 높이기 위하여 사실확인(Factual Review), 이의신청(Appeal), 평가결과 공표, SEC WFSRI Rating 운영 및 인증 운영 등 평가 전 과정을 체계적으로 관리하고 있으며, 관련 규정에 따라 일관되고 투명한 평가체계를 유지하고 있다.
To strengthen the credibility and objectivity of its evaluations, SEC systematically manages the entire evaluation process, including Factual Review, Appeal procedures, disclosure of evaluation results, administration of the SEC WFSRI Rating, and certification management. These processes are conducted in accordance with established regulations to ensure consistency and transparency.
또한 SEC는 정치적 중립성과 경제적 독립성을 조직 운영의 핵심 원칙으로 삼고 있다. 평가와 인증의 독립성을 확보하기 위하여 평가비, 심사비, 인증비, 후원금, 협찬금, 기부금 또는 기타 경제적 지원을 받지 않으며, 모든 평가결과는 공개된 평가기준과 객관적인 자료, 독립적인 전문적 판단에 따라 결정된다.
SEC also upholds Political Neutrality and Financial Independence as fundamental principles of organizational governance. To preserve the independence of evaluation and certification activities, SEC does not accept evaluation fees, review fees, certification fees, sponsorships, donations, promotional support, or any other financial assistance. All evaluation results are determined solely on the basis of publicly disclosed evaluation standards, objective evidence, and independent professional judgment.
SEC는 앞으로도 독립성과 전문성을 기반으로 평가(Evaluation), 분석(Analysis), 등급(Rating), 인증(Certification) 및 연구(Research)가 유기적으로 연계되는 책임경영 평가체계를 지속적으로 발전시켜 기업 및 공공기관의 지속가능한 성장과 장기 가치창출을 지원하는 신뢰받는 책임경영 평가기관으로 발전해 나갈 것이다.
SEC will continue to advance its integrated Responsible Management framework—linking Evaluation, Analysis, Rating, Certification, and Research—while upholding independence and professionalism. Through these efforts, SEC aims to strengthen sustainable growth and long-term value creation for corporations and public institutions as a trusted Responsible Management evaluation institution.
